About the role

Join the NYC Department of Transportation's Budget and Capital Program Management (BCPM) / Capital Budget Unit (CBU) team and contribute to the management, development, and execution of DOT's $34 billion, ten-year capital program. The position will support the Director and Assistant Director in a variety of capital budget functions, with opportunities to take on independent work and serve as a lead analyst for one or more capital program areas.

Responsibilities

  • Analyzing new capital need proposals
  • Supporting Capital Plan updates and Capital Commitment Plan submissions
  • Facilitating Certificate-to-Proceed (CP) approvals by coordinating Q&A
  • Tracking project delivery and performance
  • Analyzing inactive encumbrances
  • Supporting capital project mapping and Asset Information Management System (AIMS) reporting
  • Tracking Mayoral initiatives
  • Preparing ad-hoc reports and analyses for management
  • Working with large datasets, developing clear and effective spreadsheets and presentations
  • Conducting research and forecasting for updates to the City's Financial Management System (FMS)
  • Coordinating with OMB, DOT divisions, and other City agencies
  • Participating in meetings and workshops with senior management and other City partners on capital priorities, project delivery, and program development

Qualifications

To be considered for this position candidate must be serving permanently in the civil service title of City Planner, or be reachable on the most current City Planner Exam list.

Minimum Qualifications: A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or a satisfactory combination of education and/or experience that is equivalent to the above. Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Assignment Levels

  • Assignment Level III: To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described above.
  • Assignment Level IV: To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described above.

Pay

$75,777.00 – $111,552.00
