About the Opportunity

This Call for Solutions is issued under the Army Open Solicitation W9128Z-25-S-A002 by the Army Contracting Command - Redstone Arsenal (ACC-RSA) on behalf of the United States Army Materiel Command (AMC). The Army seeks innovative solutions for an Enterprise Transformation Capability to support the modernization of its Organic Industrial Base (OIB), aligning with the 2026 National Defense Strategy’s directive to strengthen the U.S. Defense Industrial Base.

The OIB is critical to the Army’s ability to generate, project, and sustain combat power. Current modernization efforts, however, are often fragmented and lack synchronization, hindering the development of a truly adaptive and resilient enterprise. To address this, the Army is establishing a Government-owned Enterprise Industrial Transformation Capability to translate strategic guidance into synchronized industrial action.

The OIB currently lacks a repeatable, enterprise-wide methodology to guide its transformation, resulting in fragmented efforts and sub-optimal resource allocation. This initiative aims to close that gap by procuring an independent, solution-agnostic transformation partner to engineer, develop, and institutionalize a Government-owned capability that improves enterprise-level decision-making.

The Government retains full authority over policy, prioritization, investment, and operational decisions. The selected partner will facilitate the transformation but will not implement solutions or provide predetermined technical products.

Objectives

  • Procure an independent, solution-agnostic transformation partner to develop a Government-owned enterprise transformation capability.
  • Establish a repeatable methodology to synchronize industrial modernization efforts across the OIB.
  • Enable the Government to make data-driven, enterprise-level decisions to enhance adaptability and resilience.
  • Ensure alignment with evolving warfighter requirements and strategic guidance.

Requirements

  • Innovative and repeatable methodologies for enterprise transformation, not a predetermined technical product or implementation service.
  • Solutions must equip the Government with tools to improve decision-making while retaining full authority over policy and operations.
  • Proposals must address the full problem statement and required solution attributes outlined in the Call for Solutions document.
