Responsibilities
- Supervises and coordinates commodity group teams.
- Conducts research as a preliminary to and basis for negotiations of contracts.
- Analyzes and develops improvements in bid invitations, specifications, and other procurement features.
- Evaluates the quality of reference and technical materials available for buyers.
- Develops detailed plans for improvements in these areas.
- Conducts research into sources of supplies and services.
- Develops criteria for use in making preliminary selections from among possible bidders.
- Plans and develops resource files for use in identification and pre-qualification of bidders.
- Analyzes form and content of bid invitations and specifications for supplies, equipment, and services.
Qualifications
- Thorough knowledge of modern procurement policies, procedures, and practices.
- Thorough knowledge of sources of supplies and services, prices, and market conditions and trends.
- Thorough knowledge of the needs of vendors and contractors for information as a basis for providing pertinent, informed, and meaningful bids and proposals.
- Considerable ability in evaluating and developing improvements in procurement practices and procedures and administrative arrangements and staffing for their conduct.
- Considerable ability in written and oral expression.
- Ability to establish and maintain effective work relations with colleagues, vendors, suppliers, and served agencies.
