About the role

Purchases a high volume and variety of materials, supplies, and services. Evaluates bids, selects and recommends suppliers, and negotiates price, delivery, quality, and service. Follows up on all awards until completion of order. Negotiates and settles with suppliers regarding damage claims, rejections, losses, return of materials, over shipments, cancellations, and engineering changes. Conducts supplier site visits and rates them as to production capability, performance, and delivery.

Responsibilities

• Manage subcontracts and provide direction/guidance for the Purchasing Department.
• Assist buyers in determining priorities for materials and services in support of US Government and commercial customers.
• Create Requests for Proposals (RFP) in support of programs in response to customer requirements.
• Represent the company in negotiations.
• Place calls or releases against subcontracts and track performance against prime contracts.
• Review system for receipt of units, place orders, enter Purchase Orders (PO), print hardcopies, and ensure acknowledgements.
• Support programs and operations with prices, sources, and turnaround time to expand the business base.
• Perform all duties of a buyer as needed to support the company.
• Maintain documentation to support subcontracts and current status on units being repaired at subcontractors.

Requirements

• Bachelor’s degree with 2 to 4 years of experience, or
• Associate’s degree with 4 to 6 years of experience.

Skills

• Understand the Federal Acquisition Regulation System (FARS) and differentiate between FARS and the acquisition of commercial items.
• Knowledge of electronic commerce.
• Understand standards of conduct expected: procurement integrity, ethics, and improper business practices.
• Ability to qualify suppliers and conduct/document market research.
• Mastery of simplified acquisition procedures.
• Ability to assemble a solicitation using the Uniform Contract Format.
• Use processes and techniques to analyze cost and pricing data submitted.
• Knowledge of different types of contracts and when to use them.

Training

Complete required training within one year of taking the position.
