This job is onsite, located at the Picatinny Arsenal, NJ.

About the Role

The Buyer is responsible for researching, evaluating, and purchasing materials, services, supplies, equipment, repair parts, and maintenance stock in accordance with Chugach Alaska Corporation’s established Acquisition Policy and Procedures Manual (APPM), policies, and regulations. Prepares and maintains all relevant contract file records.

Responsibilities

  • Timely processing of all Purchase Requisitions (PRs) to ensure Chugach consistently and efficiently satisfies all Customer order requirements.
  • Obtains price quotations; negotiates and administers assigned purchase orders, including necessary price/cost analyses when applicable.
  • Processes material and supply solicitations/purchases in accordance with Corporate’s APPM, Chugach site Standard Operating Procedure (SOP), and FAR/DFARS regulations.
  • Performs pre-award, award, and contract close-out actions in accordance with all corporate policies and applicable laws and regulations.
  • Manually posts all approved Materials PR data on Microsoft SharePoint PR Log, daily.
  • Maintains comprehensive and current purchase order electronic file records and initiates appropriate follow-up actions to ensure timely and correct receipt of items purchased.
  • Utilizes IBM Maximo purchasing system and Microsoft Power BI Supply Chain Dashboard to ensure successful KPI management.
  • Maintains approved vendor source files and vendor performance records in accordance with Corporate’s acquisitions policies and procedures.
  • Serves as an agent of Chugach with limited signature authority in accordance with approved delegation.
  • Acts in an advisory capacity on all purchasing matters and ensures the Procurement Manager is aware of instances that may adversely affect Chugach, our customer, and/or subcontractors/vendors.
  • Maintains and operates company vehicles and/or tools and equipment in compliance with company policy.
  • Supports the project Safety Plan through personal involvement in all aspects of Safety, including training, safety protective equipment and clothing, and adhering to safety requirements.
  • Completes all corporate-mandated training on or before deadlines and remains current and compliant.
  • Other duties as assigned.

Key Responsibilities: Timely, accurate, cost-effective performance of duties. Compliance with contract requirements and CGS/CCSL policies and procedures, including Rules of Conduct. Working closely and harmoniously with Chugach employees, vendors, and internal/external clients. Adherence to all safety and health rules and regulations. Prudent management of Government Furnished Property (GFP) assigned to and under employee’s jurisdiction.

Requirements

  • US Citizen.
  • Possesses and maintains a valid driver’s license with acceptable driving record.
  • High School diploma or equivalent.
  • Strong verbal and written communication skills.
  • Ability to acquire and maintain government identification/common access card.
  • Ability to deal with a variety of people in the organization, external vendors, and contractors in a professional, courteous manner in diversified situations.
  • May be required to pass background check and/or drug screen.
  • Experience with Procurement, merchandising, and/or supply requisitions.
  • Ability to use the internet to research, analyze, and recommend trends and/or competitive prices.
  • Proficient with Adobe Acrobat Pro.
  • Proficient with Microsoft Office applications: Word and Excel.
  • Proficient with Microsoft SharePoint.
  • Strong organizational skills and attention to detail.
  • Strong analytical and negotiating skills.

Qualifications

  • Preferred:
    • Bachelor’s degree in business administration or related field. An equivalent combination of education and experience may be substituted.
    • Familiarity with the FAR and government contracting practices.
    • 2 years’ direct contract and commercial procurement experience.
    • Proficient with Microsoft Teams.
    • Experience with IBM Maximo Asset Management Software.
    • Experience with Microsoft Power BI.

Working Conditions

  • Work hours are subject to change with weekends and other work hours as needed; this position does not pay overtime.
  • Work is to be performed on-site.
  • Work is generally performed indoors (sedentary). Outdoor work may be subjected to temperature extremes and inclement weather conditions.
  • Tasks may be performed on uneven surfaces, including hard and soft carpeted floors, cement structures, and surfaces.
  • Work is subjected to exposure to hazards that may cause bodily harm, cuts, bruises, burns, etc.

Physical Requirements

  • May be required to lift and/or move up to 35 pounds and follow safe lifting procedures.
  • Ability to use standard office equipment to perform essential functions of the job (i.e., phone, computer, copier, etc.).
  • While performing duties of this job, the employee is occasionally required to:
    • Stand and/or walk for long periods at a time.
    • Sit.
    • Use hands and fingers; handle or feel objects, tools, or controls.
    • Reach with hands and arms.
    • Climb stairs, climb ladders, balance, stoop, kneel, crouch, or crawl.
    • Talk or hear, or smell.
