About the role
We are seeking a Buyer to join our team supporting NASA’s deep space exploration missions. This role involves procuring, documenting, and managing commercial and non-commercial purchase orders and subcontracts in alignment with company procedures and federal acquisition regulations.
Responsibilities
- Procure, fully document, and assemble files for purchase orders and subcontracts.
- Source, award, and administer build-to-print manufacturing requirements, including interpreting fabrication drawings to develop effective procurement strategies.
- Utilize subcontract models and templates to award firm fixed-price, blanket purchase agreements, time and material, and labor-hour subcontracts for materials, systems, facility modifications, and services.
- Analyze market trends, track orders, verify delivery, approve payment reconciliations, maintain records, and assess subcontractor performance.
- Prepare request for proposal (RFP) packages, evaluate proposals, and negotiate pricing and provisions.
- Lead source selection teams, including supplier qualification, requirements definition, and proposal evaluation criteria development.
- Participate in developing and implementing procurement policies and training lower-level procurement personnel.
- Review, edit, and approve statements of work and task specifications for accuracy and completeness.
- Develop and track small business plans and goals, and conduct outreach to increase small business participation.
- Create and maintain procurement and subcontract reports and metrics.
- Train and mentor lower-level buyers, demonstrating leadership development skills.
- Perform additional duties as required.
Requirements
- Typically requires a bachelor’s degree in a related field and a minimum of 3 years of relevant work experience.
- Excellent verbal and written communication skills.
- Working knowledge of Federal Acquisition Regulations (FAR).
- Proficiency with Microsoft Office applications.
- Experience with enterprise management systems (Maximo or similar preferred).
- Previous procurement experience in a NASA or federal acquisition environment is preferred.
- Must be able to complete a U.S. government background investigation.
- Proof of U.S. Citizenship or U.S. Permanent Residency may be required.
Work Environment
- Primarily an office environment, with occasional inside or outside work depending on the task.
- May involve sitting or standing for extended periods (90% of the time).
- May require lifting and carrying up to 25 lbs. (5% of the time).
- Use of standard office equipment (PC, telephone, printer, etc.).
- Regular attendance and ability to adjust schedule for peak periods or surge requirements.
