About the Role

Work as a liaison between stakeholders to elicit, analyze, verify, and validate requirements for changes to business processes, policies, and information systems. This position will participate in systems implementation, maintenance, and support for small scope efforts; provide technical support and customer service; promote business analysis and professional development; and maintain professional communication and demeanor within the Division of Retirement Services, Bureau of Program Optimization Support and Transformation (POST), under the guidance of higher-level staff.

You may supervise Business System Analyst 1's and/or trainees.

Responsibilities

  • Conduct general requirements elicitation activities for improvement or automation of processes or functions.
  • Research and document the current or as-is state of the business process or function.
  • Utilize requirement elicitation techniques such as interviews, surveys, focus groups, and document analysis.
  • Participate in the implementation of system changes and enhancements.
  • Conduct system tests using test scenarios and document results.
  • Train on new procedures and software, and create procedure manuals.
  • Conduct gap analysis to compare the as-is and to-be states to identify differences which need to be addressed prior to implementation.
  • Identify, analyze, and resolve issues for existing systems.
  • Develop portions of the desired future or to-be state of processes or functions.
  • Categorize and document requirements in a business requirements document.
  • Act as a liaison and interpreter between business and IT staff.
  • Maintain business rules and process documentation.

Qualifications

For appointment under the NY HELPS Program, the following non-competitive qualifications apply:

  • Business Systems Analyst Trainee 1 (SG-14):
    • Four (4) years of qualifying experience; OR
    • An associate’s degree AND two (2) years of qualifying experience; OR
    • A bachelor's degree or higher.
  • Business Systems Analyst 2 (SG-16):
    • Five (5) years of qualifying experience; OR
    • An associate’s degree AND three (3) years of qualifying experience; OR
    • A bachelor’s degree AND one (1) year of qualifying experience; OR
    • A master’s degree or higher.
  • Business Systems Analyst 1 (SG-18, full journey level):
    • Six (6) years of qualifying experience; OR
    • An associate’s degree AND four (4) years of qualifying experience; OR
    • A bachelor’s degree AND two (2) years of qualifying experience; OR
    • A master’s degree AND one (1) year of qualifying experience; OR
    • A Juris Doctor (J.D.) or higher.

Qualifying Experience: Business analysis experience where your primary duty included:

  • Using business analysis techniques to elicit requirements (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
  • Identifying solutions to improve efficiency and effectiveness (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, Fit-Gap Analysis).
  • Documenting system, process, or product/service requirements (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).
  • Validating and verifying requirements throughout the product/system development life cycle (SDLC), including developing test plans/scenarios, testing, reviewing results, identifying constraints and risks, and communicating with stakeholders.

Non-Qualifying Experience:

  • Conducting or overseeing operational audits or internal controls audits.
  • Forms design or changes limited to forms.
  • Business-related operational responsibilities (e.g., serving customers, managing staff, using business systems).
  • Information technology-related responsibilities (e.g., hardware installation, network configuration, software administration, programming).
  • Development of instructional materials and classroom training.
  • Help desk duties (e.g., troubleshooting, resolving user issues, customer service).

For competitive qualifications, you must be currently reachable on the appropriate eligible list, eligible under the 55 b/c program, or eligible to transfer under Section 70.1 or 52.6 of the Civil Service Law. For transfer to Business Systems Analyst 1 (SG-18), you must have one year of permanent competitive or 55-b/55-c service in an approved title allocated to SG-21 or above.

  • Experience using recognized business analysis methodologies to design solutions (e.g., business process improvement, business process modeling, data modeling, fit-gap analyses, functional designs).

Pay

The position may be filled at the following levels based on education, experience, and previous state service:

  • Business Systems Analyst Trainee 1 (SG-14): $53,764
  • Business Systems Analyst Trainee 2 (SG-16): $59,994
  • Business Systems Analyst 1 (SG-18, full performance): $66,951

Salary is nonnegotiable. Candidates hired at the trainee level will advance to full performance (SG-18) following successful completion of the traineeship.

Schedule

The Office of the New York State Comptroller (OSC) supports telecommuting where aligned with operational needs. New employees are generally restricted from telecommuting for at least 8 calendar weeks. After this period, employees may telecommute up to 5 days per pay period, subject to approval based on duties, work performance, and primary residence location.
