About the role

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Business Process Analyst based in United States. This is a remote opportunity supporting a major federal modernization initiative focused on transforming case management through cloud-based technology.

Responsibilities

  • Analyze existing business processes, workflows, procedures, and data interactions to identify inefficiencies, redundancies, risks, and governance gaps.
  • Translate data governance policies, standards, controls, and requirements into practical operational workflows, procedures, business rules, and controls.
  • Develop current-state and future-state process models, process maps, flow diagrams, standard operating procedures, work instructions, and operational playbooks.
  • Define requirements governing data collection, creation, validation, access, sharing, use, retention, and disposition.
  • Work closely with Data Owners and Data Stewards to establish clear governance responsibilities within business processes.
  • Define decision points, handoffs, escalation paths, business rules, and operational controls that support effective data governance.
  • Facilitate workshops and stakeholder interviews to gather requirements, validate processes, and build alignment across business and technical teams.
  • Partner with Data Governance, Data Quality, IT, security, and engineering teams to embed governance requirements and controls into applications and operational workflows.
  • Translate business needs into actionable requirements for data, governance, analytics, and technology teams.
  • Audit the operational impact of new governance policies and standards and support organizational adoption and change management.
  • Define process performance measures, identify opportunities for continuous improvement, and support appropriate process automation initiatives.
  • Maintain accurate and current process documentation as governance requirements, systems, and operating models evolve.
  • Facilitate cross-functional resolution of process and governance issues while ensuring requirements remain practical, compliant, and aligned with program objectives.

Requirements

  • Technical training, relevant certification, or a degree is required; a BA/BS or MA/MS is strongly preferred.
  • 8+ years of general information systems experience, with 9+ years preferred for candidates holding a bachelor's degree or 7+ years for candidates with a master's degree.
  • 7+ years of specialized business analysis experience, including supporting product owners and agile teams, eliciting business needs, maintaining user stories, documenting requirements, and modeling business processes, systems, architecture, and data.
  • Demonstrated experience supporting or contributing to enterprise data governance programs and translating governance policies into practical operational processes.
  • Experience working with high-sensitivity, regulated, or otherwise closely governed data, including access management and privacy requirements.
  • Experience partnering with security, governance, data, and engineering teams to implement compliant data-sharing and operational practices.
  • Strong skills in process mapping, process documentation, workflow analysis, business requirements, and continuous process improvement.
  • Excellent facilitation and stakeholder-management abilities, with confidence working across technical and non-technical teams.
  • Ability to turn complex policies and governance requirements into clear, actionable procedures, controls, and operating practices.
  • Strong written and verbal communication skills, including the ability to develop training, change-management, and process documentation materials.
  • An analytical, organized, and solutions-oriented approach to identifying problems and developing practical improvements.
  • Experience in federal government or other regulated environments is preferred.
  • Familiarity with enterprise data governance frameworks, operating models, and process-mapping tools such as Visio, Lucidchart, or BPMN-based platforms is a plus.
  • Experience with collaboration and documentation platforms such as SharePoint or Confluence, as well as project and workflow-management tools, is beneficial.
  • The ability to obtain a Public Trust background clearance is required, specifically a BI Full 6C (T4) investigation.
  • Candidates must meet the stated US Person eligibility requirements: U.S. Citizen, Green Card Holder/U.S. Permanent Resident, Refugee, or Asylee.
