Business Operations Manager (Starlink Platform Integrity)

We are looking for an experienced Business Operations Manager to detect, disrupt, and investigate potential misuse of the service—including proactively combating and deterring illicit operators.

Responsibilities

• Proactively identify and assess platform integrity and abuse risks
• Design and develop solutions to priority risks
• Own their deployment and effectiveness in concert with a wide range of stakeholders
• Represent the team in cross-functional groups and in appropriate areas of expertise
• Establish yourself as an expert in 2+ relevant investigative techniques, technologies or abuse prevention strategies
• Reactively investigate potential issues such as scams, fraud, and illicit goods and activities
• Conduct periodic reviews to support legal and compliance obligations
• Execute with consideration for customer privacy, targeting activities of indisputable harm and avoiding overreach

Qualifications

The basic qualifications for this role include a Bachelor's degree and 6+ years of professional experience in global affairs, intelligence, or investigations; OR 12+ years of professional experience in global affairs, intelligence, or investigations in lieu of a degree. Additionally, candidates should have 6+ years of experience with data querying languages, scripting languages, geospatial tools, and/or statistical software, as well as 6+ years of experience investigating, mitigating, or dealing with illicit operators.

Skills

• Experience enabling others, influencing organizational decisions, and building consensus around solutions to challenging problems
• Strong analytical research and communication skills, including excellent written and oral communication skills
• International professional exposure (e.g., working abroad or on global initiatives/businesses)
• Experience in cybersecurity operations, threat detection, or vulnerability assessment in high-stakes environments
• Experience with research and intelligence analytic techniques, including open-source intelligence (OSINT) data techniques
• Ability to work independently as well as collaboratively within a team environment in a fast-paced, high-tech environment
• Highly organized with a strong attention to detail
• Ability to adapt to changing priorities and deadlines
• Familiarity with U.S. and international economic sanctions and export control laws and regulations

Additional Requirements

This position is based in Bastrop, TX and requires being onsite—remote work not considered. The candidate must be able to work extended hours and weekends as needed, and travel as needed for business (15%). To conform to U.S. Government export regulations, applicant must be a U.S. citizen or national, U.S. lawful permanent resident, Refugee under 8 U.S.C.1157, or Asylee under 8 U.S.C.1158, or be eligible to obtain the required authorizations from the U.S. Department of State.
