BUSINESS MANAGER

This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to GS-14 through GS-15, with a control point equivalent to the GS-14 Step 10 grade.

Responsibilities

  • Make organization-wide decisions and establish plans and goals affecting the entire organization.
  • Exercise full authority in planning and scheduling work; assigning work to employees; and accepting, amending, or rejecting completed work.
  • Ensure production and accuracy requirements are met.
  • Interview and select employees for vacant positions, recommend performance standards and ratings, approve leave, and effect minor disciplinary measures.
  • Participate in pay pool meetings and assist in classifying positions.
  • Recommend appointments, promotions, and reassignments; determine disciplinary measures as necessary.
  • Regularly mentor and proactively promote career development and training for each employee.
  • Complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report (OGE-450) within 30 days of appointment.

Qualifications

One year of specialized experience equivalent to the next lower grade level (NT-03 or GS-12 through GS-14) or pay band in the federal service or equivalent experience in the private or public sector, including:

  • Providing expertise on business analytics, metrics, and data call responses for business, financial, administrative, and personnel processes.
  • Analyzing business management policies, procedures, and operations.
  • Advising Department/Directorate leadership on all financial matters, including planning, analyzing, and coordinating budget formulation; estimating, forecasting, compiling, and submitting the annual departmental A-11 budget request.
  • Ensuring proper application of accepted business and financial management principles to promote effective and efficient operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
