Under the direction of the Administrative Captain, the Business & Finance Manager serves as the senior administrative and financial officer for the UCLA Police Department. The incumbent provides leadership and oversight for the department's financial management, budget administration, strategic resource planning, procurement, payroll and personnel administration, compliance, internal controls, and business operations. The position supports multiple operational units, including Police, Public Safety Aide (PSA), Security Services, Community Service Officer (CSO) Programs, and Emergency Medical Services (EMS), with multiple fund sources supporting an annual budget of approximately $30 million and approximately 140 FTE.

Responsibilities

  • Coordinate departmental financial planning, budget development, forecasting, analysis, reporting, and performance measurement activities.
  • Advise department leadership on financial strategy, resource allocation, operational effectiveness, risk management, and regulatory compliance.
  • Ensure financial and administrative practices align with University policies, departmental priorities, and organizational goals.
  • Partner with department leadership to support the effective deployment of resources across all operational units while maintaining sound fiscal stewardship and administrative accountability.
  • Orient new employees, distribute work, and monitor the progress of work.
  • Screen applications, interview candidates, and either make selection decisions or recommend individuals for hire.
  • Exercise discretion in managing sensitive information, including employee and student records, financial data, and proprietary information, ensuring proper safeguarding and compliance with data protection policies.
  • Serve as a mandatory reporter under CANRA and a designated Campus Security Authority (CSA) under the Clery Act.

Requirements

  • Working knowledge of UCLA finance policies, practices, and systems, budgeting and reporting techniques, accounting, and bookkeeping. (Required)
  • Understanding of financial and resource planning, as well as organizational budgeting and controls. (Required)
  • Knowledge of human resources policies, practices, and planning. (Required)
  • Intermediate knowledge of internal control practices and their impact on protecting University resources. (Required)
  • Strong interpersonal skills and ability to work effectively across the organization at all levels. (Required)
  • Ability to deal with changing priorities, multi-task, and direct the work of others. (Required)
  • Strong skills in the use of spreadsheet and database software. (Required)
  • Ability to effectively communicate both verbally and in writing. (Required)

Qualifications

  • Bachelor's degree in a related area and/or equivalent experience/training. (Required)

Special Conditions for Employment

  • Continued employment is contingent upon the completion of a satisfactory background investigation.
  • A Live Scan background check must be completed prior to the start of employment.
  • Candidate(s) must be 18 years or older to be eligible for hire.
  • Must sign the "Statement Acknowledging Requirement to Report Child Abuse" as a mandatory reporter under CANRA.
  • Designated as a Campus Security Authority (CSA) under Clery Act requirements.

Pay

UCLA provides a full pay range. Actual salary offers consider factors including budget, prior experience, skills, knowledge, abilities, education, licensure, certifications, and other business considerations. Salary offers at the top of the range are not common.
