DecisionPoint is seeking a part-time, on-call Business Analyst (Watch Officer) to provide on-demand operational, technical, and scientific subject matter expertise support for CDC’s response to public health emergencies. This role supports the Division of Emergency Operations (DEO) and the Office of Readiness and Response (ORR) in enhancing CDC’s preparedness and response capabilities through the CDCReady Responder Program. The position is 100% onsite and requires weekday and weekend on-call coverage, including potential support during A Shift (7:00 AM–3:00 PM) and B Shift (3:00 PM–11:00 PM) based on operational needs.
Responsibilities
- Provide support to the 24/7 Emergency Operations Center (EOC) staff.
- Serve as the communication liaison between the EOC, supported Centers, Institutes and Offices (CIOs), outside federal agencies, health officials, and the public.
- Screen and triage all response-related calls, transferring them to the appropriate subject matter expert (SME—Duty Officer/Communications Coordinator).
- Receive, assess, and report response-related information in accordance with existing Standard Operating Procedures (SOPs) and protocols.
- Become proficient with the EOC Database Support System (EDSS) for triage support and response protocol guidance.
- Document response-related calls in the appropriate CDC system, recording details such as call type, caller, and actions taken.
- Receive and distribute response-related reports to internal and external partners as requested.
- Triage response-related Requests for Information (RFI), Assistance (RFA), or Resources (RFR).
- Serve as an action officer, following up on critical response-related actions on behalf of the Duty Officer and/or Senior Operations Officer.
- Track critical actions for monthly reporting to the Duty Officer and Senior Operations Officer.
- Coordinate with response task forces and teams to meet support requirements.
- Update protocols and procedures related to triage of incoming response calls, as required, in coordination with the Duty Officer.
- Maintain a Shift Change Log for briefing the oncoming shift and participate in shift change briefs with the Duty Officer.
Requirements
- Junior-level qualification: BA/BS in Public Health or similar field with 2+ years of work experience, or 4+ years of work experience in an Emergency Operations Center environment.
- 0–2 years of Operations Center experience.
- Ability to obtain a Public Trust Clearance.
- Proficiency in Microsoft Office (Word, PowerPoint, Excel, and Outlook Mail).
- Ability to effectively communicate needs during briefings to assist with operational strategy.
- Ability to follow precise protocols for disseminating information to callers.
- Ability to identify gaps in existing resources.
- Strong multitasking skills in emergency situations.
- Flexibility and a strong sense of urgency.
- Excellent interpersonal communication skills (telephone, email, and business etiquette).
- Strong proofreading skills and attention to detail.
- Strong organizational skills.
- Ability to follow protocols and procedures as instructed.
- Proactive problem-solving skills, addressing issues through proper channels within existing parameters.
Pay
Anticipated hourly rate range is $24.00–$28.00 per hour.
