About the Role

The Senior Business Analyst (BA) at the Texas Education Agency works on multiple projects supporting the agency’s mission to improve outcomes for Texas students, with a focus on major enhancements and/or rewrite efforts. This advanced, senior-level role serves as the conduit between the program/customer community and the software development team, ensuring requirements flow effectively throughout the entire software development life cycle. After establishing the requirements baseline, the BA shifts focus to managing the requirements specification and verifying fulfillment, including post-implementation enhancements.

Responsibilities

  • Elicitation & Analysis: Analyze user needs, business processes, pain points, and system capabilities to automate or improve existing systems. Elicit requirements using joint application development (JAD), interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis.
  • Requirements Writing & Visual Output: Transform elicitation findings into business and functional requirements, use cases, user stories, software requirements specifications, wireframes, and mockups using standard templates and clear, concise language.
  • BA Best Practices & Mentorship: Mentor peers and colleagues in disseminating best practices and proactively seek training opportunities.
  • Using TEA Tools Effectively: Utilize TEA tools such as Jira and Modern Requirements to manage change control, participate in the SDLC, and track and communicate requirements status.

Requirements

  • 8 years of experience eliciting requirements from customer interviews and creating well-written system requirements.
  • 8 years of experience with software development life cycles (SDLCs).
  • 8 years of experience in business process re-engineering and software process flow improvement.
  • 8 years of experience developing user stories and use cases that conform to business analysis best practices.
  • 8 years of experience designing mockups and/or wireframes that conform to UX best practices.
  • 5 years of demonstrated strong communication and facilitation skills.
  • 5 years of demonstrated strong writing and organization skills.
  • 4 years of documented experience working for or closely with TEA, a federal/state/local education agency, or an education vendor.
  • 2 years of documented work experience with Atlassian Jira (issue tracking software).
  • 2 years of documented work experience with Modern Requirements (requirements management software).
  • Preferred: Previous experience with Educator Certification.
  • Preferred: Previous experience with Educator Preparation Program Data Collection and Accountability.
