Business Analyst/Scrum Master- Remote
About the Role
ICF is seeking a Business Systems Analyst / Scrum Master to support a large-scale modernization of a legacy enterprise application to a low-code platform environment. This role is critical to ensuring high-quality requirements, efficient delivery execution, and alignment between business needs and technical implementation within an AI-augmented, agile delivery model. This position operates as part of an embedded delivery function, serving dual responsibility as both the Business Analyst and Scrum Master for the team. The role combines requirements ownership, backlog management, and full agile facilitation, ensuring both the clarity of work and the effectiveness of team execution. The analyst will lead the development of user stories, acceptance criteria, and workflows, support functional validation, and drive agile ceremonies including sprint planning, daily stand-ups, sprint reviews, and retrospectives. This role is accountable for ensuring all work is clearly defined, prioritized, testable, and delivered efficiently. The role serves as the primary bridge between business stakeholders and technical teams, while also acting as the servant leader responsible for maintaining team velocity, removing impediments, and ensuring adherence to agile practices.
Responsibilities
- Requirements Engineering & Backlog Ownership: Lead end-to-end requirements development, including elicitation, analysis, decomposition, and documentation. Translate business needs into clear, actionable user stories, acceptance criteria, and functional specifications. Ensure all backlog items meet Definition of Ready (DoR) and are testable, complete, and aligned to business objectives. Maintain and prioritize the product backlog in collaboration with the Product Owner.
- Functional Analysis & Validation: Support and validate functional requirements across application features, workflows, and user scenarios. Develop and maintain testable requirements and acceptance criteria aligned to business needs. Participate in UAT coordination and validation, ensuring delivered functionality meets expectations. Identify gaps, inconsistencies, and risks in requirements and drive resolution prior to development.
- Workflow & Process Analysis: Analyze and design business processes, workflows, and system interactions. Develop process models, workflow diagrams, and functional designs to support application development. Ensure alignment between business requirements, platform capabilities, and automation opportunities. Support validation of workflows, integrations, and downstream processes.
- Agile Delivery & Scrum Facilitation: Serve as Scrum Master, facilitating: sprint planning, daily stand-ups, sprint reviews, and retrospectives. Drive team execution by removing impediments and maintaining delivery momentum. Ensure adherence to agile best practices, sprint cadence, and delivery timelines.
- Stakeholder Engagement & Alignment: Collaborate closely with Product Owners, SMEs, developers, and architects to refine and validate requirements. Facilitate requirements workshops, backlog refinement sessions, and stakeholder reviews. Act as the primary liaison between business and technical teams, ensuring alignment and transparency.
- Quality, Traceability & Delivery Support: Ensure traceability between requirements, test cases, and delivered functionality. Support QA and development teams in clarifying requirements and resolving ambiguities. Identify risks, gaps, and dependencies early and drive proactive resolution. Contribute to delivery reporting, documentation, and governance artifacts.
Required Qualifications
- 3+ years of experience as a Business Analyst, Systems Analyst, or Product Analyst in application development environments
- 3+ years of experience working in Agile/Scrum environments, including facilitation of agile ceremonies
- 2+ years of experience writing high-quality user stories, acceptance criteria, and functional requirements
- 2+ years of experience with backlog management, prioritization, and requirements traceability
- 2+ years of experience translating business requirements into technical-ready specifications for development teams
- US Citizenship or Green Card is required (required by the federal government for this position)
- Must be able to obtain Public Trust clearance
- Must reside in the United States (U.S.) and the work must be performed in the United States (U.S.), as this work is for a federal contract and laws do apply
Preferred Qualifications
- Strongly preferred: Experience with Appian (BPM), including defining workflows, process models, and supporting requirements for Appian-based solutions
- Ability to analyze and design end-to-end workflows and system interactions
- Strong understanding of the Software Development Lifecycle (SDLC)
- Excellent communication, stakeholder management, and facilitation skills
- Ability to work across business and technical teams in a fast-paced delivery environment
- Experience operating in a dual BA / Scrum Master role
- Experience with low-code platforms or BPM tools
- Experience in federal or regulated environments
- Familiarity with AI-assisted requirements generation or analysis tools
- Experience supporting test scenario development and QA alignment
- Knowledge of data modeling, integrations, and API-driven systems
- Experience with process modeling tools (e.g., Visio, BPMN tools)
Pay
The pay range for this position based on full-time employment is: $67,355.00 - $114,503.00 Nationwide Remote Office (US99)
