About the Role

Fairfax County Neighborhood and Community Services (NCS) is seeking a dynamic leader to join the Technology Services unit as the lead software system administrator. This role involves providing information security coordination, project research and support, and supervising technical staff in a team-based environment. The position plays a key role in IT system administration, addressing complex system problems, coordinating with the Department of Information Technology (DIT), other governmental entities, and vendors, and managing system migrations from development to production.

Responsibilities

  • Serve as the lead software system administrator for interdepartmental or County-wide automated systems.
  • Coordinate technical resources and direct functional design and implementation with the technical project leader.
  • Interact with representatives from other agencies on system-related issues and scheduling of system priorities.
  • Identify and test system enhancements.
  • Define and maintain system administration documentation.
  • Organize and direct system user groups.
  • Monitor system performance and analyze the most efficient and effective means to operate the system.
  • Provide assistance to system users and develop conceptual approaches to satisfy user requirements.
  • Oversee user acceptance testing.
  • Evaluate new technology for applicability and enhanced effectiveness.
  • Develop strategic plans to ensure solutions comply with established standards.
  • Evaluate and prioritize requests for new requirements, modifications, and enhancements to existing systems.
  • Establish priorities and timetables for system-related projects.
  • Supervise other employees on a recurring or project basis.
  • Generate reports to meet special agency needs.
  • Act as an intermediary between users and technical staff to resolve problems.
  • Serve as agency liaison with the Department of Information Technology.
  • Develop and provide technical briefings for staff on new services and system components.
  • Attend training workshops, product demonstrations, conferences, technical briefings, and conventions.
  • Stay abreast of technology changes and provide assistance to other staff as needed.
  • Serve on committees and task forces and undertake special projects as assigned.
  • Manage multiple IT projects in all phases of the system development lifecycle.
  • Oversee the use of tools such as Power Platform, Nintex, Smartsheet, ArcGIS Online, and Mobile Device Management consoles.
  • Oversee the development of user manuals, system documentation, governance documents, and training manuals.
  • Provide technical support and training to users of software and tools.
  • Conduct research and provide input into department strategy to meet future IT business needs.
  • Align resources to support computer operations and systems development while ensuring data integrity.
  • Authorize department user access and coordinate department compliance with federal, state, and local regulations, including county IT security policies.
  • Participate on county-wide steering committees and coordinate efforts with all concerned parties.

Requirements

Any combination of education, experience, and training equivalent to the following:

  • Bachelor’s degree in business, computer science, or a field related to the department where the IT services are being used.
  • Four years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform, or a related system.

Preferred Qualifications

  • Demonstrated ability to solve system problems of the most complex nature.
  • Direct experience in providing software administration and IT project research to support local, state, or federal government.
  • Understanding of APIs, integrations, and system interoperability.
  • Considerable knowledge of information technology security policies and protocols.
  • Experience with Power Platform/PowerApps, SharePoint, Nintex Workflow Cloud, and Smartsheet.
  • Supervisory experience managing information technology professionals with diverse technical skills.
  • Demonstrated ability to work in a collaborative and team-based environment.

Required Knowledge, Skills, and Abilities

  • Considerable knowledge of interdepartmental and/or County-wide processes, procedures, and requirements regarding administrative functions such as personnel, finance, and budgeting.
  • Considerable knowledge of information technology software, hardware, and network communication technology.
  • Considerable knowledge of various computer platforms functioning in centralized, distributed, client-server, and stand-alone environments.
  • Considerable knowledge of effective processes, methods, and techniques to analyze and evaluate business operations.
  • Knowledge of effective project management methods, practices, and techniques.
  • Knowledge of effective supervisory methods, practices, and techniques (required for some positions).
  • Ability to analyze and evaluate administrative processes and procedures for automation purposes.
  • Ability to conduct research into new information technology.
  • Ability to train employees in the use of hardware and software.
  • Ability to prepare user manuals.
  • Ability to translate technical terminology into terms understandable to management and employees.
  • Ability to establish and maintain effective business relationships.

Physical Requirements

  • Work is generally sedentary but may require some walking, standing, bending, and carrying of items up to 25 pounds.
  • Ability to operate keyboard-driven equipment.
  • Ability to communicate verbally and in writing.
  • Sufficient mobility to attend meetings at various locations and make presentations to county staff and the community.
  • All duties may be performed with or without reasonable accommodations.
