Business Analyst III
Remote full-time exempt position with Cayuse Civil Services, LLC. Employment is conditional upon successful execution of the client contract, currently scheduled to end August 31, 2027, with potential extensions.
About the Role
The Business Analyst III will play a pivotal role in implementing advanced technology solutions, including SaaS, COTS software applications, data migrations from legacy mainframe systems, and integration with a Data Warehouse. This role focuses on gathering, developing, and documenting requirements, reverse-engineering legacy systems, and creating comprehensive documentation. Responsibilities
- Identify, gather, analyze, and document business and technology requirements, including reverse-engineering legacy mainframe systems and generating detailed specifications.
- Assess and improve business processes as part of technology implementation initiatives.
- Conduct root cause analysis on workflows and data for RRC legacy systems (e.g., WB, WL, SL, HW, OW, BW, GW, GS, EX, DP, CMPL, T1, W3, W3A).
- Develop, update, and maintain design documents and diagrams reflecting business processes and needs.
- Organize and lead interactive sessions with stakeholders and cross-functional teams to identify business requirements and technical specifications.
- Guide business units on User Acceptance Testing (UAT) activities, including test script creation, system validation, and implementation-related tasks.
- Conduct in-depth research, provide analysis, and deliver support for special projects and user needs.
- Ensure project deliverables adhere to established standards and methodologies; supervise tasks of other team members as assigned.
- Ensure consistent quality in deliverables and mitigate risks when necessary.
- Perform other duties as assigned.
Requirements
- 10+ years of experience with RRC business processes and workflows for software development projects, including preparation, review, and approval of project-related documentation.
- 3+ years of experience with the Texas version of RBDMS (Risk-Based Data Management System) Oil & Gas regulatory system.
- 10+ years of experience in requirements elicitation efforts, client management, and technical documentation development and reviews.
- 10+ years of hands-on experience facilitating interactive sessions with business and cross-functional teams.
- 10+ years of experience analyzing workflow and performing root cause analysis for RRC legacy systems: WB, WL, SL, HW, OW, BW, GW, GS, EX, DP, and CMPL.
- 5+ years of analysis experience with workflow and root cause issues in legacy systems, including T1, W3, and W3A.
- Strong interpersonal, collaborative, and analytical skills; ability to communicate effectively in writing, verbally, and through technical presentations in English.
- Proficient in MS Office Suite and prototyping tools like Visio, SnagIt, Adobe Illustrator, or Axure.
- Must be able to pass a background check; additional checks may be required by projects and/or clients.

Preferred Qualifications
- 10+ years of experience developing and writing design documents, diagramming business processes, and analyzing business and functional requirements.
- 10+ years of experience designing technical specifications in collaboration with business and functional teams.
- Experience defining functional designs, preparing and reviewing system specifications, and delivering final documentation.
- Experience assisting with User Acceptance Testing (UAT), training, and implementation activities.
- Working experience with mainframe environments, COBOL, SQL, Azure DevOps, Visio, Data Warehouses/Data Lakes, SSIS, ETL, and Snowflake.
- Proven ability to implement process improvement strategies and methodologies.
- Demonstrated ability to lead change and improve business processes.
- Experience in the Oil and Gas industry with regulatory, compliance, and enforcement projects.
- Demonstrated ability to collaborate within complex, multi-faceted teams, resolve conflicts, and navigate challenges effectively.
- Bachelor’s Degree in Computer Science, Business Administration, or a related discipline, or equivalent professional work experience.
- CCBA, CBAP, or similar professional certifications are a plus.

Pay
USD $124,800.00 - USD $174,720.00 per year.
