Key Responsibilities
- Gather, analyze, document, and validate business and technical requirements.
- Facilitate business and technical analysis meetings with stakeholders.
- Develop Business Requirements Documents (BRDs), Functional Specifications, and Traceability Matrices.
- Produce technical documentation related to requirements, design, testing, and implementation activities.
- Create meeting minutes, analysis documents, training materials, and project artifacts.
- Conduct testing of custom and commercial off-the-shelf applications.
- Validate reports, dashboards, and large datasets.
- Collaborate with project managers, technical teams, vendors, and business stakeholders.
- Support large-scale implementation and modernization initiatives.
- Aid with governance, project management, and portfolio management activities.
- Work with Oracle and SQL-based systems to support business process analysis and solution development.
- Support projects operating within complex program environments consisting of multiple related initiatives.
- Utilize Microsoft Office tools and collaboration platforms for documentation and reporting.

Required Qualifications
- Bachelor's Degree in Computer Science, Information Systems, Business, or related field.
- Minimum 7 years of experience gathering and documenting business and technical requirements involving Oracle and SQL environments.
- Minimum 7 years of experience producing technical documentation, specifications, traceability matrices, design documents, and testing artifacts.
- Minimum 7 years of experience creating meeting documentation, analyses, and training materials.
- Minimum 7 years of experience testing applications, reports, dashboards, and large datasets.
- Minimum 7 years of experience facilitating business and technical analysis sessions.
- Minimum 2 years of experience developing web applications.
- Minimum 1 year of experience with Team Foundation Server (TFS) and Visual Studio .NET.
- Experience working with software and hardware vendors.
- Experience supporting large-scale, multi-stakeholder implementation projects.
- Experience working in program environments with multiple interrelated projects.
Preferred Qualifications
- Experience working in Florida State Government.
- Experience supporting Education or Early Learning programs.
- Experience with Governance, Project Management, or Project Portfolio Management initiatives.
- Experience supporting enterprise-wide technology transformation projects.
