About the role

NYC Department of Finance (DOF) is responsible for administering the city’s tax revenue laws fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service. DOF’s Finance Information Technology (FIT) Division designs, builds, and supports all facets of DOF’s computer systems, including hardware, software, applications, infrastructure, telephone, and data security. FIT delivers and administers tax-related payment programs for the City of New York by providing the information technology solutions needed to achieve its mission of collecting revenue while ensuring an efficient and improved customer experience. FIT is also responsible for the systems and websites which enable citywide payments, land records, property assessment, parking adjudications, customer service, and the Sheriff’s public safety work.

Responsibilities

  • Lead elicitation and analysis of business requirements, ensuring a comprehensive understanding of stakeholder needs and objectives.
  • Identify and document functional and non-functional requirements, translating them into clear and actionable requirements specifications.
  • Evaluate information gathered from multiple sources and decompose high-level information into detail.
  • Develop and maintain detailed specifications, business rules, swim lane diagrams, user stories, wireframes, and mock-ups that effectively communicate the product vision and requirements to development teams.
  • Facilitate workshops and meetings to gather input from different stakeholders and subject matter experts, ensuring comprehensive requirement documentation.
  • Develop and maintain product roadmaps, prioritizing features and enhancements based on business value and customer impact.
  • Act as a liaison between business stakeholders, development teams, and other relevant stakeholders, facilitating effective communication and alignment.
  • Collaborate with the customer engagement team to understand user pain points, gather feedback, and incorporate enhancements into ongoing development efforts.
  • Collaborate with QA teams to define acceptance criteria, test cases and scenarios, ensuring the quality and reliability of the delivered products.
  • Monitor project progress and provide regular updates to stakeholders, addressing any changes in scope or requirements promptly.
  • Continuously analyze feedback from stakeholders to refine product features and drive system improvements.
  • Contribute to roll-out strategies and client training needs for new and existing systems.
  • Conduct User Acceptance Testing (UAT) sessions, if necessary.
  • Create end user documentation (user guides, quick reference guides, quick navigation videos), if necessary.
  • Stay updated with industry trends, emerging technologies, and best practices, incorporating relevant insights into product development strategies.
  • Provide guidance to junior analysts, mentoring them in effective requirement gathering, analysis, and documentation practices.
  • Prioritize multiple tasks effectively, and ensure issues are identified, tracked, reported, and resolved in a timely manner.

Requirements

  • A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
  • A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described above; or
  • A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described above; or
  • A satisfactory combination of education and experience equivalent to the above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity.

Skills

  • 4+ years of experience preparing requirements documents and working with stakeholders to gather requirements.
  • 3+ years of proven experience managing and leading Business Analysis/ System Analysis activities on a project.
  • Experience performing gap analysis as well as workflow (AS-IS and TO-BE process flow) analysis and documentation.
  • Adept in using MS Visio, Requirements Management tools, Word, Excel, PowerPoint, SQL queries, and other tools to prepare/present requirements and analyze data.
  • Experience with CRM tools such as MS Dynamics and web technologies is preferable.
  • Experience with different methodologies, such as Human Centered Design, Agile, and Minimal Viable Product, preferred but not required.
  • Experience leading the design of intuitive user interfaces (UI) and seamless user experiences (UX) that align with business goals and industry best practices, preferred but not required.

  • This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit representing employees serving in the civil service title.

Pay

$120,000.00 – $130,000.00
