As a Senior Business Analyst embedded within the Government Services Integration Cluster, you will work across a modern technology stack — including Microsoft Dynamics CRM, MuleSoft, and a Java/React public portal — to understand complex Registration and Permit workflows and translate them into actionable functional and technical specifications. This is a fully onsite, high-impact role driving requirements, prototyping, QA, and UAT for a greenfield government platform. Key Responsibilities Gather, analyze, and document data, system, and business requirements for the MECP Registration and Permit systemDevelop detailed user stories, use cases, and acceptance criteria aligned to Agile delivery practicesCreate and maintain functional and technical specifications to guide the development teamDesign Figma prototypes to visualize user journeys and system interactions for stakeholder reviewLead and facilitate requirements workshops, JAD sessions, and stakeholder interviews with Ministry users and external vendorsProduce process flow diagrams, swim lane diagrams, and workflow models using tools such as Visio, Lucidchart, or MIROCoordinate and lead User Acceptance Testing (UAT) with Ministry stakeholders, documenting outcomes and defectsLead QA testing activities and collaborate with developers to resolve issues prior to releaseUpdate, groom, and prioritize the product backlog on an ongoing basis using JIRA or Azure DevOpsLiaise effectively between business users, IT development teams, and external vendors to ensure alignmentIdentify automation opportunities and workflow enhancements to improve operational efficiencySupport systems re-engineering initiatives and contribute to digital transformation objectives Must-Have Requirements Proven experience in gathering, analyzing, and documenting data, system, and business requirements for IT solutionsExpertise in Business Analysis techniques including Visio process diagrams and swim lane diagramsDemonstrated ability to define use cases, user stories, and acceptance criteria for technology solutionsHands-on experience with database analysis and SQL languageAbility to effectively liaise between business users, IT teams, and external vendorsExperience leading requirements workshops, JAD sessions, and stakeholder interviewsProficiency with JIRA, Confluence, and/or Azure DevOps for requirements tracking and project collaborationUnderstanding of both Agile (Scrum, Kanban) and Waterfall methodologies to support IT delivery teams Nice-to-Have Skills Prior experience working in the Ontario Public Sector (OPS) or other government environmentsFamiliarity with OPS governance frameworks including Stage Gate, ITIL, and security policiesUnderstanding of OPS procurement, regulatory compliance, and service delivery modelsExperience with Figma for prototyping and UI/UX wireframingFamiliarity with data-driven decision-making tools such as Power BI and Advanced ExcelKnowledge of ERP, CRM, or cloud-based business solutions (e.g., Microsoft Dynamics CRM, MuleSoft) Work Environment This is a fully onsite role based at 40 St. Clair St. W, Toronto. The consultant is expected to work onsite Monday to Friday during standard OPS working hours of 8:00 AM – 5:00 PM (excluding lunch breaks). No security clearance is required.
