Business Analyst

About the Role

Educology Solutions (ESI) is seeking an experienced Business Analyst to support a Baltimore County, Maryland government client in the planning, analysis, implementation, and continuous improvement of business and technology solutions. The Business Analyst will serve as the primary liaison between business stakeholders and technical teams, ensuring business needs are effectively translated into functional requirements, system designs, and successful technology implementations.

This is a full-time, hourly position supporting a six-month government contract. The selected candidate will work in a hybrid environment and must be available to work onsite at least three (3) days per week at the client's office in Towson, Maryland, with the remaining days eligible for remote work, subject to project and client requirements.

Responsibilities

• Gather and document business and functional requirements.
• Facilitate stakeholder engagement and requirements workshops.
• Support system implementations and coordinate testing activities.
• Develop functional specifications, workflow diagrams, and process documentation.
• Identify opportunities to improve business processes and operational efficiency.
• Conduct User Acceptance Testing (UAT), system validation, and defect tracking.
• Manage multiple priorities while meeting project deadlines.

Requirements

• Bachelor’s degree in business administration, Information Systems, Computer Science, Public Administration, Healthcare Administration, or a related discipline.
• Minimum of 10 years of experience as a Business Analyst supporting technology or business transformation initiatives.
• Experience supporting federal, state, or local government programs.
• Knowledge of Software Development Life Cycle (SDLC) methodologies, including Agile, Scrum, Waterfall, and Hybrid approaches.
• Strong analytical, problem-solving, and critical-thinking skills.
• Excellent written and verbal communication skills.
• Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Visio, and SharePoint).

Qualifications

• Certified Business Analysis Professional (CBAP), PMI Professional in Business Analysis (PMI-PBA), Agile Certified Practitioner (PMI-ACP), or Scrum Product Owner Certification.
• Experience working in one or more of the following environments:
  • Medicaid Enterprise Systems (MES)
  • Health Information Technology (Health IT)
  • Public Sector Digital Transformation
  • Cloud modernization initiatives
  • Enterprise system implementations
• Experience with tools such as:
  • Azure DevOps
  • JIRA
  • Confluence
  • Microsoft Visio
  • SharePoint
  • SQL
  • Power BI
• Experience working within highly regulated government environments.

Schedule

Hybrid work schedule requiring onsite presence at least three (3) days per week at the client's office in Towson, Maryland.
