12-month contract position located at the William B. Travis State Building, 1701 North Congress Avenue, Austin, Texas 78701, with possible extension. All work products are considered "works made for hire" and the property of the Texas Education Agency.

About the Role

The Business Analyst (BA) works on multiple projects supporting the mission of improving outcomes for Texas students, focusing on major system enhancements, rewrite efforts, and the agency's CRM project. This senior-level role serves as the conduit between the program/customer community and the software development team throughout the entire software development life cycle (SDLC). After establishing the requirements baseline, the BA manages the requirements specification and verifies fulfillment, including post-implementation enhancements.

Responsibilities

  • Analyze user needs, business processes, pain points, and system capabilities to automate or improve existing systems.
  • Elicit requirements using JAD sessions, interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis.
  • Transform elicited information into business and functional requirements, use cases, user stories, software requirements specifications, wireframes, and mockups using standard templates and clear, concise natural language.
  • Act as a mentor to peers and colleagues, disseminating best practices and proactively seeking training opportunities.
  • Utilize TEA tools such as Jira and Modern Requirements to manage change control, participate in the SDLC, and track and communicate requirements status.
  • Provide dedicated support for the implementation of the agency's CRM project, ensuring requirements are captured, managed, and fulfilled to meet program and stakeholder needs.

Requirements

  • 8 years of experience eliciting requirements from customer interviews and creating well-written system requirements.
  • 8 years of experience with software development life cycles (SDLCs).
  • 8 years of business process re-engineering and software process flow improvement experience.
  • 8 years of experience developing user stories and use cases that conform to business analysis best practices.
  • 8 years of experience designing mockups and/or wireframes that conform to UX best practices.
  • 5 years of demonstrated strong communication and facilitation skills.
  • 5 years of demonstrated strong writing and organization skills.
  • 5 years of documented work experience with Atlassian Jira.

Preferred Qualifications

  • 3 years of CRM domain expertise with a strong understanding of CRM workflows, data models, and user needs.
  • 3 years of documented experience working with TEA or any federal, state, or local government agency.
  • 2 years of demonstrated experience with the Texas charter school application, authorization, or renewal process.
  • 1 year of certification in Business Analysis (e.g., CBAP, PMI-PBA) or Agile methodologies (e.g., Certified Scrum Master).
