Main Duties And Responsibilities
- Manages and supervises staff in the Planning and Zoning, Building and Licensing.
- Organizes, directs, and supervises work activities of subordinate staff.
- Develops and manages budgets and monitors expenditures.
- Oversees and maintains the Hendry County Comprehensive Development plan.
- Ensures the plan meets state requirements and county needs.
- Covers the process for making plan amendments based on input from various sources and based on the direction of the BOCC.
- Oversees the application and interpretation of county zoning ordinances.
- Recommends additions, deletions and changes to ordinances based on information from various sources and in accordance with the direction of the BOCC.
- Manages the development and implementation of review processes for site plan, subdivision and other permit applications packages in accordance with County Code and Comprehensive Plan.
- Reviews development proposals for conformance with zoning codes and the comprehensive plan; communicates with and assists developers, property owners, the public and elected officials regarding laws, policies, regulations standards and procedures; determines conformity with codes, policies, regulations and procedures and identifies problems or recommends approval.
- This position will be engaged in planning and zoning reviews and planner duties.
- Reviews, analyzes and makes recommendations on land use applications; coordinates the reviews of other agencies; ensures information and comments are recorded.
- Plans, organizes, and conducts research regarding land use, zoning, community design, transportation, housing and environmental issues.
- Serves as liaison for various boards and committees.
- Ensures that applications regarding land use and development requests are distributed to the Development Review Team for review and comment. Compiles team comments and recommendations and forwards to the applicant and agent. Ensures appropriate fees are assessed and collected.
- Provides technical assistance to other staff, officials and developers on review process matters relating to the analysis and interpretation of the zoning code and comprehensive plan.
- Presents agenda items for the Local Planning Agency (LPA) and the BOCC. Provides information and makes recommendations related to planning, zoning, building and licensing.
Knowledge, Skills, Abilities, and Competencies Required
- Knowledge of the principles and practices of planning, zoning, development regulations and permitting.
- Ability to apply principles to specific situations.
- Ability to review, understand and apply the Hendry County Codes and Comprehensive Plan.
- Knowledge of the process for making amendments to the comprehensive plan.
- Knowledge of local, state, and federal regulations pertaining to city and county land development issues, regulations, grants and programs.
- Knowledge of local government operations and county administration.
- Ability to prepare budgets and manage funds.
- Ability to supervise subordinate staff.
- Ability to communicate effectively both orally and in writing with diplomacy and tact.
- Ability to develop, plan, and participate in research and planning projects.
- Ability to analyze and interpret complex data, present information, ideas, and recommendations clearly and succinctly in written and oral form.
- Ability to establish and maintain an effective working relationship.
- Ability to communicate effectively and make presentations before large and small groups.
- Ability to exercise considerable initiative and work independently to accomplish duties.
Minimum Qualifications
- I C P certification is preferred with a bachelor’s degree in planning, architecture, public administration, or a closely related field and three (3) years’ progressively responsible professional level experience in planning.
- Combinations of education, training, or experience may be substituted for the minimum qualifications.
Hours Of Work
- Monday through Friday, 8:00am to 5:00pm; some evening meetings as needed.
Anticipated Starting Pay
- Starting at $95,000 based upon experience and certifications.
Other Functions
- Performs various projects as directed by the County Administrator.
- Attends community and public meetings and makes presentations.
- Responds to work during a declared state of disaster.
