Building Operations Manager - MEP (Facilities Management)
About the role
We are seeking a Building Operations Manager to deliver a quality and reliable Maintenance Service program and excellent customer service to the Bloomberg School of Public Health (BSPH), School of Nursing (SON), and other associated facilities in support of their academic and research work. This position reports to the Associate Director of Building Operations and provides technical expertise in Facilities Management, defining specific programs to maintain Mechanical, Electrical, and Plumbing (MEP) systems efficiently, effectively, and safely.
Responsibilities
- Develop priorities and direct supervisors to achieve departmental programmatic and fiscal objectives.
- Direct supervisors in managing workload to ensure timely and quality responses to service requests.
- Implement performance standards to meet service expectations and productivity measures to track progress.
- Oversee a MEP Preventive Maintenance program to maintain system reliability and efficiency, continually assessing performance and applying corrective measures.
- Hire, train, evaluate, and terminate approximately 20 staff (HVAC Supervisor, Electrical Supervisor, Electricians, Plumbers, HVAC Technicians, Maintenance Mechanic IIs) and perform annual performance evaluations.
- Apply University policies and collective bargaining agreements, resolving issues as they arise.
- Ensure compliance with OSHA, BOCA, State and Federal regulations, and JHU safety standards for all work in BSPH buildings, supporting safety programs for a safe workplace.
- Manage a budget totaling approximately $4.5 million, including planning, oversight, and cost tracking. Assist in developing annual operating and capital budgets.
- Review the impact of approved capital plans on maintenance and adjust programs accordingly.
- Evaluate, recommend, procure, and track supplies and equipment to maintain effective maintenance programs.
- Support the university’s sustainability commitment by adhering to the Climate Action Plan and High Performance and Healthy Building Guidelines, reducing energy consumption and greenhouse gas emissions.
- Support retro-commissioning and auditing efforts of existing building systems to ensure proper functionality and minimize energy consumption.
- Oversee departmental support of events and collaborate closely with the Special Events Team (SET).
- Respond to emergencies as required, either physically or verbally, depending on the scope of the problem.
- Perform other duties as assigned.
This role covers approximately 1.5 million gross square feet (gsf) of owned space, including the Bloomberg School of Public Health (BSPH), Deering Hall, and the School of Nursing (SON). The Building Operations Manager communicates with senior facilities and administrative representatives, presents projects for approval, and engages with consultants, design managers, staff, and end users.
Requirements
- High school diploma or equivalent.
- 10 years of experience managing a workforce of at least 20 employees.
- Maryland State Certification in a trade such as Electrical, HVAC, or Plumbing (Master Trade/Journeyworker certification).
- Additional education may substitute for required experience, and additional related experience may substitute for required education, as permitted by the JHU equivalency formula.
Preferred Qualifications
- Bachelor’s degree in Mechanical Engineering.
- Understanding of major building mechanical systems, including Electrical, HVAC, Building Automation Systems (BAS), and plumbing systems.
- Strong background in both design and field experience with major building systems, including laboratory spaces, commissioning systems, and project management.
- Broad knowledge of academic, research, and commercial building design, construction, and maintenance, with expertise in mechanical and electrical equipment and systems.
- Understanding of federal, state, and local environmental rules, regulations, and building codes.
Pay
$64,688 - $113,360 annually (commensurate with experience).
Schedule
Monday - Friday, 7:00 AM – 3:30 PM.
