The Kansas Department of Health and Environment (KDHE) is led by Secretary Janet Stanek and comprises three divisions: Public Health, Environment, and Health Care Finance (including the State’s Medicaid program, KanCare). About the Role

The Part-Time Budget & Financial Accountant will be responsible for fiscal management, budget development and coordination, grants management, and purchasing/contracts management. This role involves administering fiscal policies for assigned bureaus, preparing and analyzing financial reports, and ensuring compliance with legislative and federal guidelines.

Responsibilities

  • Administer fiscal policies for assigned bureaus, including reviewing and interpreting Division of Budget (DOB) guidelines to compile annual operating budgets and evaluate compliance with legislative requests and laws.
  • Prepare and analyze financial reports to determine fund availability and administer funds in accordance with DOB, federal guidelines, and departmental policies.
  • Analyze policy options related to fiscal matters and make recommendations to Bureau Directors to assist in policy decisions with fiscal ramifications.
  • Participate in strategic planning by performing cost analysis calculations and recommending effective use of fiscal resources.
  • Assist in developing the Agency budget and recommend optimal use of funds, including restructuring, filling vacancies, and purchasing within program parameters.
  • Prepare and monitor bureau program budgets, compile financial data, and collaborate with Bureau Directors to develop budget estimates and requests.
  • Monitor bureau allocations based on DOB policies and advise management on fiscal implications of program activities.
  • Assist in preparing testimony for legislative committees regarding fiscal information or proposed legislation.
  • Conduct financial research on legislative or policy issues for Bureau Directors, Division Director, or Secretary.
  • Assist in preparing and compiling budget documents for federal grant applications and track expenditures for grant commitments.
  • Prepare financial status reports and quarterly fiscal reports as required.
  • Oversee contract and purchasing activities, including advising managers on fiscal language, funding, payment methods, and encumbrance requirements.
  • Track balances on encumbrances.

Requirements

  • Two to four years of experience in fiscal management, program setup and analysis, or related analytical experience.
  • Six months of experience working with SMART, Crystal Reports, and other state systems.
  • Valid Driver’s License (required for operating state, private, or rental vehicles for state business).
  • High School diploma or GED.
  • Post-offer, pre-employment requirement: Valid Kansas Tax Clearance Certificate.

Preferred Qualifications

  • Four years of direct experience in Accounting, Finance, or Public Administration.
  • Proficiency in Microsoft Word, Excel, PowerPoint, and Access.
  • Strong proofreading, editing, and attention to detail.
  • Ability to analyze and interpret financial report information.
  • Extensive knowledge and experience with spreadsheets and database applications.
  • Excellent oral and written communication skills.
  • Independent work experience in administrative roles.
  • Ability to comprehend and apply pertinent laws, rules, and regulations.
  • Experience with Crystal Reports.
  • Two years of experience in fiscal management, program setup, and analysis or related analytical experience.
  • Extensive knowledge and experience using computers, with five years of experience using spreadsheets.

Pay

Hourly Pay Range: $36.68

Schedule

Part-Time. Work schedule to be determined at interview.
