Budget and Program Analyst
About the Role
Serves as DLA Learning, Development and Readiness' revenue collection and invoicing primary point of contact. Responsibilities include developing Customer Account Statements (CAS) and collaborating with branch/division chiefs, instructors, Instructional Systems Designers, EDGE team members, and program managers to develop work proposals and statements of work.
Provides advice on the status of assigned programs, including justification for programming and/or reallocation of funds to support requirements. Prepares and analyzes a variety of financial reports to determine pricing adjustments or funding priorities. Explains reimbursement coordination, payment methods, and funding variability related to project funding.
Advises management on progress toward established training goals and objectives in accordance with regulatory requirements, ensuring compliance with mandated training within legally defined timeframes.

Requirements
- Must be a U.S. citizen.
- Tour of Duty: Flexible.
- Security Requirements: Non-Critical Sensitive. Appointment subject to a favorable suitability or fitness determination; unfavorably adjudicated background checks may result in removal.

Qualifications
To qualify for a Budget and Program Analyst, your resume and supporting documentation must demonstrate:
- Specialized Experience: One year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Creditable experience includes:
- Managing accounts receivable.
- Facilitating timely vendor payments, researching payment issues, and providing financial management advice.
- Forecasting funding needs to support annual training plans using current and historical financial data.
- Experience refers to paid and unpaid experience, including volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, community, student, social). Volunteer work helps build critical competencies and may count toward qualifying experience.
Substitution of education may not be used in lieu of specialized experience for this grade level.
