Budget and Contract Accountant

Position Summary

The Budget and Contract Accountant prepares programmatic budgets, submits grant reimbursement requests and vouchers, invoices customers, prepares contract documentation, monitors grant expenditures and compliance, serves as a liaison to program management, and assists the Director of Finance & CFO with the organization's technical accounting, finance, and financial reporting requirements.

Essential Job Functions/Responsibilities

  • Bills, records, collects and applies payments to contracts and accounts receivable.
  • Aids in the preparation of accounting of transactions, including voucher allocation, deposits and cash receipts, one-time journal entries, and invoice preparation.
  • Aids or provides backup for other accounting and financial reporting functions such as accounts payable, accounts receivable, and closings.
  • Prepares and submits grant reimbursement requests, vouchers, invoices, and financial reports.
  • Maintains grant expenditures against approved budgets and funding requirements.
  • Reviews proposed expenditures for allowability and compliance with grant and contract requirements.
  • Prepares and submits specialized program cost reports.
  • Prepares program budgets.
  • Conducts accounting and financial analyses.
  • Provides technical assistance on accounting, finance, and budgeting matters to management and program development staff.
  • Works with program leadership to maximize utilization of available grant funding.
  • Identifies grant spending variances and recommends corrective action.
  • Performs budget-to-actual analyses and spending forecasts for assigned grants and contracts.
  • Aid in accomplishing corporate and regulatory requirements.
  • Maintains and facilitates the contracting process for select funding sources.
  • Assists with preparation for external audits that are required by contracts and regulatory bodies.
  • Serves as the primary financial liaison between program staff and finance regarding grant budgets, reimbursement requests, and compliance matters.
  • Aids in grant monitoring reviews, fiscal site visits, and funding agency audits.

Our Ideal Candidate

  • Bachelor’s degree in Accounting from an accredited college/university
  • Related accounting experience and/or training
  • Effective written and oral communication skills
  • Proficiency in Microsoft Office applications and the Internet
  • Strong organizational and time management skills
  • Ability to work with a diverse population
