About the role

The Budget and Accounting Coordinator is one of two accounting positions that coordinates and controls accounting operations, budgets, and financial records for the Minnesota Board on Aging (Board) and the Aging and Adult Services Division (Division) in the Aging and Disability Services Administration. This position has dual responsibilities, providing financial management consultation, expertise, analysis, and training to both the Board on Aging (an independent state agency) and the Division as part of DHS.

The role includes two key focus areas:

  • MN Aging Pathways Fiscal Analyst: Provide program-level fiscal monitoring, analysis, and compliance support for the Minnesota Aging Pathways (MAP) program by:
    • Tracking federal and state funds
    • Developing spending plans
    • Reviewing allowability and approval of budgets and expenditures by the state team and grantees
    • Identifying and reporting suspected fraud, waste, and abuse
    • Working with grantees on spending health
    • Collaborating with the MBA’s fiscal and grants management staff
    • Working with federal fiscal staff on MAP federal grants
    • Writing, managing, and applying MAP fiscal policy
    • Ensuring alignment with grant budgets and program deliverables
  • Fiscal Operations Budget Analyst: Establish, oversee, and refine division-wide financial policies for state and federal funds administered by the Aging and Adult Services Division and the Minnesota Board on Aging. Responsibilities include:
    • Managing, directing, and ensuring fiscal integrity
    • Proactively mitigating risk and upholding compliance across multiple funding sources (e.g., grants from the U.S. Administration for Community Living, Centers for Medicare & Medicaid Services, Minnesota Legislature, and private entities)
    • Leading advanced budgeting, financial reporting, internal controls, grant administration, vendor payment processes, and appropriation support
    • Ensuring alignment with state and federal regulations while optimizing financial operations

Responsibilities

  • Provide financial management consultation, expertise, analysis, and training to the Minnesota Board on Aging and the Aging and Adult Services Division
  • Monitor, assess accuracy, and ensure compliance of financial data reports (e.g., expenditures, obligations, receipts, payroll)
  • Provide fiscal guidance to inform budget setting for annual budgets for federal or state funding
  • Interpret federal and state laws, regulations, standards, and policies specific to fiscal compliance and financial reporting
  • Develop procedures and tools using financial data to standardize budget development and fiscal monitoring
  • Lead strategic financial operations, including budgeting, reporting, internal controls, and grant administration
  • Ensure robust compliance with federal and state regulations for multiple funding sources

Management Analyst 3

  • 2 years of experience supporting budgeting, accounting, or auditing-related tasks, including:
    • Using financial data reports (e.g., expenditure, obligations, receipts, payroll) to monitor, assess accuracy, and ensure compliance with standards and policies
    • Sharing findings from financial data analysis
    • Providing fiscal guidance to inform budget setting for annual budgets (federal or state funding)
  • Bachelor’s degree in economics, finance, public administration, or a related field may substitute for 1 year of professional experience
  • Master’s degree in economics, finance, public administration, or a related field may substitute for 2 years of experience

Management Analyst 4

  • 3 years of professional experience with accounting, budgeting, and auditing principles relating to fiscal compliance, including:
    • Interpreting federal or state laws, regulations, standards, and policies specific to fiscal compliance and financial reporting
    • Extensive knowledge of federal grant-in-aid standards (e.g., 2 CFR 200, 45 CFR Parts 74 and 92), Uniform Administrative Requirements, Cost Principles, and Single Audit standards, or other federal/state directives impacting grant programs
    • Developing procedures and tools using financial data reports to inform and standardize budget development and fiscal monitoring
  • Bachelor’s degree in economics, finance, public administration, or a related field may substitute for 1 year of professional experience
  • Master’s degree in economics, finance, public administration, or a related field may substitute for 2 years of experience

Preferred Qualifications

  • Direct experience supporting or advising fiscal operations specific to Federal Older Americans Act formula grants
  • Knowledge of Federal Uniform Guidance and state fiscal policies sufficient to interpret requirements, assess spending, and apply them to agency programs
  • Analytical, technical, writing, and data organization skills to convey impacts on agency operations and maintain audit-ready fiscal records
  • State government, public, or non-profit experience, particularly using the State of Minnesota integrated financial tools system (SWIFT)
  • Experience working effectively with diverse backgrounds and cultures

Pay

  • Management Analyst 3: $28.75 - $42.16/hourly; $60,030 - $88,030/annually
  • Management Analyst 4: $34.07 - $50.53/hourly; $71,138 - $105,506/annually

Schedule

  • Full-time, unlimited (permanent) position
  • Day shift: Monday - Friday
  • Travel required: up to 50%
