Budget Analyst I, II, III, IV Operating
This is a special appointment position that will serve at the pleasure of the appointing authority. The Office of Budget Analysis offers a flexible telework policy, with the option to be fully in person or to telework several days a week.
About the role
This position serves as a Budget Analyst within the Maryland Department of Budget and Management, with direct responsibility for analysis of operating budgets for assigned State agencies. Responsibilities include:
- Conducting reviews of all budget expenditures of Executive Branch units of government
- Making recommendations to the Secretary of the Department for greater efficiency in those units, and to support the policy goals and objectives of the Moore Administration
- Analyzing and preparing budgets of assigned agencies
- Assisting in the management of the State’s operating budget process
- Reviewing and analyzing agency performance data
The selected candidate should be available to work extended hours as required to meet budget deadlines, typically during the formulation of the Governor’s Budget Allowance from September through January. Extended hours worked result in earned leave, which can be used at other times in the year.
Requirements
- Understanding of budget and policy analysis
- Strong analytical skills, including understanding of mathematical concepts and ability to review, manipulate, and analyze data in Microsoft Excel
- Excellent written and verbal communication skills
- Ability to write clear reports and make presentations on budget recommendations to senior management and other officials
- Ability to work independently, in teams, and under pressure
Qualifications
Master’s degree preferred from an accredited college or university in public administration, public policy, business administration, economics, finance, or a related field. Applicants currently enrolled in a Master’s program are eligible to apply. Bachelor’s degree and equivalent relevant experience as determined by the search committee are also eligible.
The grade an applicant will be hired at (Budget Analyst I, II, III, or IV) will be determined by the search committee based on a combination of relevant education and work experience:
- Budget Analyst I: Operating Grade 15
- Budget Analyst II: Operating Grade 17
- Budget Analyst III: Operating Grade 19
- Budget Analyst IV: Operating Grade 21
Preferred Qualifications
- Experience in budget formulation, including economic analysis or budget planning, formulation, review, or management
- Master’s degree in one of the fields mentioned above, or Bachelor’s degree with equivalent experience as determined by the search committee
- Experience working in areas of State government, such as health care financing and administration, government services (facilities management, information technology, etc.), social services, primary and secondary education, higher education, public safety and juvenile services, or natural resources and the environment
- Experience in performance budgeting concepts
- Proficiency using Excel, including knowledge of formulas and pivot tables
