About the role
The Plans and Programs Division supports the modernization and sustainment of Fighter and Advanced Aircraft (F&AA) capabilities for the U.S. Air Force and coalition partners. The division manages capability planning, technology integration, program oversight, and cross-functional processes—including airworthiness, configuration management, system safety, and cybersecurity—from concept through fielding. It also develops future capability roadmaps in collaboration with Air Force Major Commands (MAJCOMs) and other key stakeholders.
Responsibilities
- Provide functional CCaRS application support.
- Maintain CCaRS user accounts and privileges within the F/B Directorate.
- Populate the CCaRS with user accounts, budget structures, custom field reporting, coordination workflows and system settings.
- Sustain and administer the CCaRS application, including program planning, financial budgeting, financial management, tracking and reporting, and evaluating metrics.
- Ensure the CCaRS database is properly tailored and configured to meet the Government's unique requirements.
- Train Government personnel on CCaRS capabilities and business processes.
- Populate the requirements portion of the CCaRS database with existing source data provided by Government organizations.
- Monitor the accuracy of the Government's organization data and coordinate corrections with Government personnel.
- Generate charts and reports using financial data within CCaRS, such as Budget Execution Reviews, various Assistant SAF/AQ charts, 1537 Reports, Checkbook Reports, POM submission data, R-DOC Financial Plans, Monthly Budget Reviews, and other ad-hoc reports and forecasting reports.
- Provide day-to-day Executive CCaRS guidance to Government organization personnel.
- Perform tasks necessary to implement and configure CCaRS for use with Executive CCAR, including database links to SMART, mapping CCaRS budgets to the SMART program list, reviewing and sanitizing the CCaRS/SMART program list, coordinating and reviewing CCaRS financial data, and verifying published data in respective applications.
- Aid in the research and resolution of DFAS posting errors and identify corrective actions.
- Assist in researching and resolving Target Load Sheets (TLS) to ensure the Government is compliant with Financial Improvement Audit Readiness (FIAR) guidance.
- Provide assistance with inserting business process approval flows, budget definitions, business rules, user privileges, custom fields, and definable general data fields.
- Advise Government personnel on implementing and configuring CCAR support features to support Division business goals.
Qualifications
- Active Secret security clearance.
- Master's or Doctorate Degree in a related field and ten years of experience in the respective technical/professional discipline being performed, five years of which must be in the DoD.
- OR, Bachelor's Degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD.
- OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in the DoD.
Skills
- System administration of the CCAR application.
- CCAR Basic System Administrator Training course(s).
