About the role
Serving as a Budget Analyst GS-0560-12/13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Budget Division within the Chief Financial Officer Directorate. The primary purpose is to provide senior budgetary and staff assistance on budget formulation and execution matters supporting the FLETC. Most issues cross operational boundaries, requiring close coordination to ensure proper budget formulation and execution, and many are highly sensitive, unusual, complex, or one-of-a-kind.
Responsibilities
- Formulate, develop, monitor, review, and analyze the Operations and Support and Procurement, Construction and Improvements appropriations for the entire agency
- Develop and establish the financial plan in the Momentum Financial System by fund, office, and major object class, ensuring funds are properly allocated and spent in a timely and effective manner in support of authorized management objectives
- Analyze various sources of information and prepare and submit data for various budget-related reports
- Perform a wide assortment of analyses and studies related to the budget process
- Coordinate with various offices/divisions and participating organizations to resolve problems in relation to budgeting and financial systems
- Provide advice and guidance to lower-graded Budget Analysts and review their work for technical accuracy
- When necessary, assume the duties and responsibilities of the Branch Chief or Budget Officer in their absence
Requirements
- Must be a U.S. citizen
- Males born after 12/31/1959 must be registered for Selective Service
- Must successfully pass a background investigation
- Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the “Qualifications” section
- Bargaining Unit: covered position, represented under the National Treasury Employees Union (NTEU)
- Must possess and maintain a valid state-issued driver’s license to conduct official government business
- Must set up direct deposit for payment
- Must complete the initial online assessment and USAHire Assessment, if required
- Overtime may be required
- Occasional travel may be required
Qualifications
For the GS-12 level, one year of specialized experience equivalent to the GS-11 grade level performing duties such as providing advice and guidance to management officials regarding budget formulation and execution matters and performing a wide range of analytical and administrative duties for the component budget process.
For the GS-13 level, one year of specialized experience equivalent to the GS-12 grade level performing duties such as providing expert advice to management officials and program managers on budget analysis and financial management utilizing a variety of automated financial management/accounting systems, spreadsheets, and databases.

Background Investigation
To ensure mission accomplishment, FLETC requires every employee to be reliable and trustworthy. All selected applicants must undergo and successfully pass a background investigation for a Secret condition of placement in this Non-Critical Sensitive/Moderate Risk position. The review may include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.
Work Environment
Work is performed in a properly lighted, ventilated, and temperature-controlled office setting. Normal safety precautions must be observed.
Physical Demands
Work is sedentary in nature and involves no physical requirements other than carrying light books and papers to and from various locations.
