About the role
The Budget Analyst supports the Office of the Deputy Assistant Secretary of War for Counternarcotics and Global Threats (ODASW (CN&SP)), advancing the Department of War's mission to counter drug trafficking, transnational organized crime, and threat finance networks.
Responsibilities
- Analyzing program and budget requirements across CD/CTOC/CTF portfolios.
- Developing and reviewing Program Objective Memoranda (POM) inputs.
- Preparing budget justification materials and resource packages.
- Evaluating budget execution data for accuracy and compliance.
- Conducting cost analysis, forecasting, and financial modeling.
- Supporting reprogramming actions and funding adjustments.
- Monitoring monthly execution across DoD components.
- Aiding in program audits and financial reviews.
- Developing briefings and recommendations for senior leadership.
- Performing feasibility and efficiency studies for program investments.
- Supporting workload modeling and resource prioritization.
- Analyzing long-term funding strategies and impacts.
- Collaborating with stakeholders across DoD and interagency partners.
- Utilizing ERP systems and financial databases for analysis.
- Providing real-time analysis and decision support in dynamic environments.
Requirements
- Master’s degree.
- Current, active TS/SCI security clearance.
- Minimum of 10 years of experience in DoW or federal budget/financial management.
- Expert knowledge of DoW Planning, Programming, Budgeting, and Execution (PPBE) process.
- Demonstrated understanding of federal budgeting, appropriations, and authorizations.
- Experience with Office of Management and Budget (OMB) and Treasury policies.
- Proficiency with DoW financial ERP systems and manpower databases.
- Previous experience presenting information related to cost estimation and financial analysis to senior leaders.
- Ability to present complex financial data to senior leaders.
- Experience supporting audits and compliance reviews.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.
- Demonstrated proficiency in using all Microsoft Office applications.
- Ability to access federal facilities in compliance with Real ID.
Qualifications
- Master’s degree in finance, economics, business, public administration, or similarly related field.
- Exceptional written and verbal communication skills.
- Ability to operate independently and advise senior leaders (SES/General Officer level).
- Experience translating complex technical topics into plain language.
Skills
