Budget Accounting Analyst
Job ID: Bond-funded position within the Facilities/Bond department, reporting to the Executive Director - Facilities. May be discontinued when the Bond period concludes or funds are exhausted.
About the Role
Under general direction of the Assistant Superintendent, Business Services or designee, this position performs professional-level accounting work in establishing, analyzing, maintaining, and auditing financial and statistical records. Responsibilities include preparing complex accounting, budgetary, and statistical reports; recommending accounting procedures; and reviewing the work of others for compliance with State, Federal, and local requirements.
Responsibilities
- Balances and reconciles financial records and accounts.
- Prepares journal entries and budget transfers.
- Ensures funds are allocated in the appropriate account code structure when approving purchase order requisitions.
- Verifies purchase order requisitions include appropriate backup, such as Board-approved contracts and minutes confirming approval.
- Converts purchase order requisitions into purchase orders.
- Ensures approved purchases are sent to vendors, including completion and submission of necessary paperwork.
- Participates in the year-end fiscal and accounting closing process.
- Provides information to the Bond and Parcel Tax Oversight Committees as required.
- Mails and processes forms for parcel tax exemptions for senior citizens.
- Performs professional-level accounting, financial analysis, and auditing work.
- Prepares complex, recurring, and special reports from various source documents.
- Compiles, analyzes, and audits budget data; completes budget allocations.
- Checks and reconciles accounting records to control figures.
- Applies internal budgetary controls.
- Analyzes accounting and reporting requirements of state and federally funded projects and grants; establishes appropriate accounts and procedures.
- Analyzes charges to programs for conformance with budgets and guidelines.
- Completes reports and claims with funding agencies.
- Maintains income and cash flow records for assigned funds.
- Advises program managers on record-keeping requirements and budget modifications.
- Reviews monthly financial statements and makes adjustments if necessary.
- Performs related duties as assigned.
Requirements
- Associate of Arts degree in accounting and data processing, or equivalent, supplemented by coursework or training in computer operations, data processing, or closely related fields.
- At least five years of increasingly responsible experience in financial record-keeping, electronic data processing systems, or technical-level accounting.
- School district experience preferred.
- Valid California Driver’s License and proof of insurance.
Skills
- Solid understanding of general and governmental accounting principles, including GASB standards and the California School Accounting Manual.
- Ability to apply and explain rules, regulations, policies, and procedures related to Bond, Parcel Tax, and other fund activities.
- Strong analytical and problem-solving skills; ability to perform accurate financial computations and reporting.
- Proficiency in correct English usage, grammar, spelling, punctuation, and vocabulary.
- Ability to interpret and apply District, State, and special project accounting and fiscal requirements, procedures, policies, and laws.
- Prepares clear and concise financial and accounting analysis reports.
- Typing speed of 45 words per minute.
- Ability to train users on information and data systems.
- Organizes and prioritizes tasks; works independently under general supervision.
- Manages multiple databases.
- Understands and carries out instructions.
- Establishes and maintains effective relationships with contacts in the course of work.

Pay
$77,222.40 - $108,609.06 annually (CSEA Salary Schedule, Range 7.2).
Schedule
260-day work year.
