About the Role

Under the supervision of the Birth Defects Program Manager, this position supports the SC Birth Defects Program through active case surveillance, data analysis, and data quality improvement. The role supports program projects by collecting, analyzing, interpreting, and disseminating data using epidemiologic and biostatistical principles. This position works with personally identifiable information.

Responsibilities

• Abstraction: Abstract birth defects data from identified medical records using the target birth defects for South Carolina at assigned hospitals and clinic departments. Identify and interpret diagnoses/descriptions contained in the record and abstract relevant statistical/medical information into a case report database. Ensure completeness and accuracy of information while maintaining required logs, quality control checks, and confidentiality measures. Serve as liaison to assigned hospitals and clinic departments.
• Data Management: Review data processing and submission requirements and ensure accurate data is utilized and submitted in a timely manner for all federal grant and state requirements. Ensure data quality is routinely reviewed, and processes are designed and implemented for improved data quality.
• Dissemination of Program Data, Information, and Findings: Conduct, collaborate, and oversee literature reviews, preparation of publications, and evaluation. Design, prepare, and review reports from analyses of surveillance data, literature reviews, and other information, specifically the annual legislative reports. Make oral presentations on results of data analyses and other information to diverse audiences. Lead the development of and conduct epidemiological studies for program planning. Conduct and develop methods for advanced descriptive and comprehensive data analysis of birth defects.
• Data Quality: Assist with data quality assurance and improvement activities to ensure completeness and accuracy of diagnostic and demographic information from chart abstractions.
• Perform other related duties and special projects as assigned, including required travel if requested, and respond as directed during emergencies which may occur outside normal work hours.

Requirements

A bachelor's degree and professional experience related to the position. An official, certified copy of the transcript or diploma will be required prior to hiring. Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the DPH Chief Human Resources Officer, or their delegate.

Qualifications

• Previous experience in a perinatal or Maternal and Child Health setting strongly preferred.
• Previous experience in medical record abstraction strongly preferred.

Schedule

The option to work partially remote or adjusted work hours may be available after 12 months of employment for approved positions. Employees may be required to work during emergencies or disasters, including hazardous weather, outside normal work hours, and travel if requested.
