Bilingual Licensing Specialist (Mesa, Garfield, & Eagle Counties)
About the role
The position serves Mesa, Garfield, and Eagle counties to cover caseloads and support child care licensing staff for critical and time-constrained issues. Applicants are encouraged to live within 50 miles of these counties.
Responsibilities
- Inspect facilities and authorize the issuance of licenses for various types of less than 24-hour child care facilities.
- Evaluate applications and supporting documents, including criminal records, child abuse and neglect records, and health, fire, and building department reports.
- Analyze facility programs through documents like policies and procedures, behavior management, staff qualifications, medical administration, and educational activities.
- Determine if a licensing inspection can be conducted or if a corrected action plan is required before an on-site inspection.
- Select appropriate rule sets based on facility operations, policies, and age groups of children served.
- Apply relevant statutes and regulations to investigations and inspections of six different license types.
- Review documents and reports to provide technical assistance on the licensing process and ensure compliance with laws and regulations.
- Physically inspect facilities for health, safety, and program standards and interview administrative staff to assess qualifications and childcare abilities.
- Interpret rules and regulations to the child care community through training, community meetings, workshops, and on-site consultations.
- Investigate complaints and conduct stage II investigations involving inappropriate treatment, inadequate supervision, and non-compliance with rules and regulations.
- Write a Report of Inspection in Spanish for each inspection using Department-approved Standard Operating Procedures.
- Complete necessary records and reports to issue licenses and ensure facility compliance with laws and regulations.
- Log into Trails for alerts and track alerts in Salesforce.
- Perform other duties as assigned.
Requirements
- Bachelor's degree from an accredited institution in a field of study related to Human Services, Social Services, Early Childhood Education, or a closely related field.
- Two (2) years of professional experience in an occupational field related to the work assigned to the position, or six (6) years of professional experience.
- Experience conducting inspections in Spanish.
- Experience producing a Report of Inspection in Spanish.
- Experience presenting child care licensing information in Spanish.
- Demonstrated knowledge of the Child Care Licensing Act, child care licensing system rules and regulations, policies and practices, and child care licensing best practice standards.
- Demonstrated experience researching, analyzing, and interpreting the law (State and Federal), constitutions, statutes, rules, applicable case law, the rules of Civil Procedure, the Rules of Evidence, and policy to advise management in developing sound legal strategies.
- Ability to effectively engage people, organizations, and partners in developing goals.
Qualifications
- Must be bilingual - English/Spanish.
- Travel as needed to cover caseloads and support child care licensing staff.
- Pass a full and thorough CBI/FBI background check and motor vehicle records check prior to employment.

Schedule
This position is a fully remote position and will require travel within the State of Colorado, primarily to Mesa, Garfield, and Eagle counties.
