About the Role
The Bilingual Lead Case Manager provides oversight, guidance, and support to the Case Management team to ensure consistent delivery of high-quality case management services to unaccompanied children (UC) in care, in accordance with federal and agency policies and procedures. This role serves as a mentor and subject matter expert for case managers, ensuring timely reunification, accurate documentation, and compliance with federal, state, and licensing standards. Bilingual Spanish is required.
Responsibilities
- Provide day-to-day oversight and support to Case Managers to ensure consistency and quality of services across all assigned cases.
- Review and monitor case files for accuracy, completeness, and compliance with federal and agency documentation standards.
- Support Case Managers in assessing UC needs, developing individualized service plans (ISPs), and coordinating services that promote well-being and timely release.
- Assist with the assignment and distribution of cases based on caseload capacity and program needs.
- Serve as an initial point of contact for case escalations, providing guidance and intervention as needed.
- Ensure case management services are trauma-informed, culturally responsive, and in alignment with federal/agency's UC Policy Guide and state licensing requirements.
- Mentor, train, and support new and existing Case Managers in understanding federal/agency policies, documentation standards, and best practices.
- Conduct regular one-on-one and group check-ins with Case Managers to review case progress, address barriers, and identify support needs.
- Facilitate team meetings and case staffing sessions to ensure collaboration and consistency in case management practices.
- Support the Case Management Supervisor in monitoring team performance and adherence to timelines, quality standards, and compliance requirements.
- Provide feedback on staff performance and participate in annual evaluations and training development plans.
- Review and approve case documentation, ensuring timely data entry and accuracy in the federally-designated database (e.g., UC Portal).
- Monitor compliance with federal/agency and state-mandated timeframes for assessments, family contact, sponsor verifications, and reunification processes.
- Support preparation for audits, monitoring visits, and internal quality assurance reviews.
- Assist in developing corrective action plans (CAPs) and implementing improvements based on audit findings.
- Maintain confidentiality and comply with HIPAA, federal, and agency privacy standards at all times.
- Collaborate with clinical, education, medical, and youth care teams to ensure comprehensive service delivery.
- Participate in multidisciplinary team (MDT) meetings to review cases, assess risk factors, and coordinate services for complex cases.
- Communicate regularly with the Case Management Supervisor and Program Director regarding program needs, trends, and challenges.
- Serve as liaison with external partners (e.g., Federal Field Specialists, child advocates, legal service providers, and community organizations) as directed.
- Assist with developing and implementing training for Case Management staff on federal/agency standards, case documentation, trauma-informed care, and reunification best practices.
- Participate in ongoing professional development and remain current on federal/agency policy updates, child welfare standards, and trauma-informed methodologies.
- Support program leadership in analyzing data and trends to identify systemic issues and recommend process improvements.
- Participate in and provide support groups and classes to the community and clients of the agency.
- Maintain a welcoming environment for families and other community partners.
- Ensure compliance with HIPAA and PII privacy and security requirements.
- Perform other duties as assigned, including tasks to support other AGH programs/services, cleaning, organizing, child care, attending meetings, transportation, and paperwork.
Requirements
- Master’s degree in behavioral sciences, human services, or social services fields or Bachelor’s degree and at least 3 years of progressive employment experience demonstrating supervisory and case management experience.
- 3–5 years of experience providing case management, child welfare, or social services to children and families.
- 1–2 years of experience in a leadership, supervisory, or lead role preferred.
- Bilingual Spanish is required.
- Strong understanding of child welfare principles, family reunification processes, and federal/agency regulations.
- Excellent written and verbal communication skills.
- Demonstrated ability to manage multiple priorities and deadlines in a fast-paced environment.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and case management databases.
- Ability to maintain professionalism and composure in crisis or high-stress situations.
- Ability to obtain Criminal and Child Abuse Clearance from the State of California/Department of Justice.
- Must be available full-time and able to adjust work day/work week to provide services when clients and families need them, which can routinely include evenings and occasionally weekends.
- Demonstrate understanding of the importance of compliance with HIPAA privacy practices.
- Ability to work independently and as part of a team, with strong conflict resolution, communication, and organizational skills; great attention to detail.
- Must pass and remain current in CPR/First Aid.
- Must be able to effectively utilize computers and basic computer software.
- Must meet Licensing and insurance requirements.
- Must have a valid Driver’s License and a good driving record.
- Must be at least 18 years old with at least 2 years of driving experience.
- Must pass a drug screen, physical exam, and Tuberculosis skin test.
- Foster Family Agency experience preferred.
Additional Qualifications
- This position is funded through a federal cooperative agreement. Continued employment is contingent upon continued grant funding, federal/agency approval, and compliance with all federal/agency, licensing, and personnel requirements.
- Must successfully obtain and maintain a Federal/Agency Suitability Determination, including all required background investigations and clearances, prior to having contact with unaccompanied children.
- Must successfully complete all required criminal history background checks, child abuse and neglect registry checks, fingerprint-based clearances, and other background screenings.
- Must successfully complete all required Federal/Agency pre-service, onboarding, annual, and ongoing training within required timeframes.
- Demonstrate the ability to provide trauma-informed, culturally responsive, and child-centered services to unaccompanied children.
- Bilingual proficiency in English and Spanish is required and may be verified through a language proficiency assessment process.
- Provide documentation of all required immunizations and authorize verification through the California Immunization Registry (CAIR), as applicable.
- Successfully complete and maintain all required health screenings, physical examinations, tuberculosis (TB) clearance, immunizations, vaccinations, and other medical requirements.
- Maintain all required licenses, certifications, registrations, and credentials applicable to the position throughout employment.
- Comply with all applicable federal/agency policies, federal regulations, state laws, licensing requirements, accreditation standards, confidentiality requirements, and agency policies and procedures.
- Possess and maintain authorization to work in the United States.
- Positions requiring transportation duties must maintain a valid driver's license, an acceptable driving record, and insurability under the agency's automobile insurance policy.
Physical Demands

- Must be able to remain in a seated position while working in the office.
- Must often lift or carry items 10-50 lbs., usually holding them in the hands or arms or on the shoulder.
- May be required to care for the personal needs of infants and children, including managing personal accidents/bathroom support, feeding, and cleaning up.
- May work outside for periods of time in all seasons of weather.
- Required to drive a motor vehicle.
- Regular and consistent attendance is required; excessive unplanned absences are disruptive to agency business.
- Must demonstrate emotional stability and appropriate daily behavior, expression of emotions, and role modeling for children, adolescents, and adults with mental or behavioral health problems.
- Hostility, aggression, unnecessary or inappropriate physical actions, and inappropriate emotional expression are not acceptable.
Pay
$81,120 per year
