About the Engagement

The Minnesota Department of Information Technology Services (MNIT), partnering with the Minnesota Department of Administration (Admin), seeks a vendor to provide resource(s) supporting MMCAP and other Admin divisions. The engagement includes IT project management, day-to-day operational support of IT applications, data storage optimization, database analysis, and Azure modernization.

The vendor will supply one full-time resource dedicated to MMCAP, a national cooperative group purchasing organization (GPO) for government healthcare facilities, and additional as-needed resource(s) for other Admin divisions. There is no guarantee of work for as-needed resource(s). The full-time resource may also support other divisions as agency needs warrant, and as-needed resource(s) may support MMCAP.

Resource(s) will work with major databases, applications, and websites, providing project management, IT support, design assistance, and technology planning. They will offer leadership, expertise, training, analysis, and guidance to build, deploy, administer, and maintain critical systems, ensuring effective communications and information exchange. Resource(s) will address data storage challenges and technical debt related to legacy databases and on-premise systems, analyzing storage patterns, identifying optimization opportunities, and designing cloud-aligned solutions.

Technologies include Azure; SQL Server and SQL Server Management Studio; OnContact; ShareFile; Tableau; Drupal; and Acquia. Work is performed remotely during regular business hours: 8:00 a.m. – 4:30 p.m. Central Time, Monday through Friday.

Resource Need

This request is for a single vendor to supply multiple resources on an hourly basis. The vendor must provide one full-time resource, named and evaluated during the contracting process, and additional as-needed resource(s), which will not be named or evaluated initially. As-needed resource(s) must meet minimum qualifications outlined in the Buyer Attachment (Tasks and Qualifications).

Interviews

The State will interview the highest-scoring responders via Microsoft Teams. Responders must ensure, at minimum, the proposed full-time resource, Project Manager, and Staffing Manager are available. Unavailability may result in removal from consideration.

Responsibilities

• Provide project management support, including creating and communicating project artifacts, and regularly updating stakeholders on scope and schedule.
• Manage project dependencies, sequencing, and initiative outcomes to ensure completion.
• Provide IT application support, including installation/configuration of websites, applications, and databases.
• Deliver 2nd level support: troubleshoot website, application, and database issues; consult resources and perform research to resolve issues.
• Manage remote access and connectivity issues with timely resolution.
• Support data storage optimization, database analysis, and Azure modernization efforts.
• Provide leadership, expertise, and training for system deployment, administration, and maintenance.
• Assist divisions with significant data storage challenges and technical debt from legacy systems.
• Analyze existing storage patterns, identify optimization opportunities, and design cloud-aligned solutions.

Schedule

Anticipated start date: July 27, 2026 (or as soon as a work order is executed). Anticipated end date: July 26, 2027.
