Essential Functions

  • Prepares, submits, and monitors Passenger Facility Charge (PFC) applications, amendments, and closeouts in compliance with 14 CFR Part 158.
  • Interprets and applies federal regulations to determine project eligibility, allowable costs, and compliance requirements.
  • Serves as the Department’s primary technical liaison with the FAA regarding PFC approvals, reporting requirements, and compliance matters.
  • Maintains required federal assurances, documentation, and reporting schedules to ensure continuous regulatory compliance.
  • Maintains audit-ready documentation and provides required materials for internal and external audits.
  • Identifies potential compliance risks and recommend corrective measures.
  • Ensures timely submission of required federal reports and financial reconciliations.
  • Affords assistance in the development and documentation of standard operating procedures for PFC administration.

Knowledge, Skills, And Abilities

  • Knowledge of Passenger Facility Charge regulations (14 CFR Part 158) and related FAA guidance.
  • Knowledge of governmental accounting principles and financial reporting practices.
  • Proficiency in financial systems and advanced spreadsheet analysis.
  • Strong attention to detail and organizational skills.
  • Ability to interpret and apply federal regulations within an airport funding environment.
  • Ability to analyze financial data, identify discrepancies, and implement corrective actions.
  • Ability to communicate effectively with airlines, FAA representatives, auditors, and internal staff.

Education

  • Minimum Qualifications: Bachelor’s Degree in Finance, Accounting, Aviation Management, Business Administration, Public Administration, or related fields.
  • Experience: Four (4) years of professional experience in aviation finance, governmental accounting, federal grant administration, airport revenue programs, or related financial compliance work.
  • Supervisory/Lead Work Experience: Three (3) years of supervisory/lead work experience.

License

  • Valid driver’s license with good driving record.

Other Requirements

  • Must be able to pass a TSA background check.

Preferred Experience

  • With FAA funding programs or Passenger Facility Charge Administration.

Salary Range

$62,379.20 - $76,585.60
