About the role

The City of Bellevue, WA is seeking a regular, full-time FTE to provide routine, hands-on trouble-shooting, repair, preventative maintenance and contracted oversight of building heating, ventilation and air-conditioning systems (HVAC) and equipment and integrated building automation controls systems (BAS) for the City’s Facilities Management Division.

Responsibilities

  • Evaluate, analyze and determine repair and maintenance needs for all City HVAC equipment.
  • Determine most cost-effective approach for repairs either by use of City or contract resources.
  • Identify available resources prior to authorization to proceed.
  • Advise management and acts as technical representative on major maintenance projects and new facility construction.
  • Develop scopes of work, contract specifications, solicits then evaluates project bids, negotiates and drafts contracts, supervises contracted staff providing HVAC system maintenance (or other building systems as assigned).
  • May determine most cost effective approach for repairs either by in-house or contracted staff.
  • Overall responsibility in the monitoring, evaluating system components, and upgrading of the energy management program.
  • Responsible for maintaining the 24-hour operation of the HVAC system.
  • Responds to HVAC and general building emergencies after hours to ensure operation of HVAC system.
  • Provide input for the ongoing development of MAXIMO(RMIS) and preventative maintenance schedules, equipment history files, annual planning and BAS programs as it pertains to HVAC area.
  • Evaluate workload plans, establish priorities, and accurately track work via the computerized maintenance system.
  • Responsible for generating purchase requisitions for the HVAC section and also for the Electrical section during coverage periods.
  • Monitor operating budget expenditures in HVAC area.
  • Provide budget recommendations, major maintenance project priority lists, and complete cost analysis and product equipment evaluations.
  • Acts as the technical representative in the HVAC services area and is responsible and accountable for providing timely and accurate information on major maintenance projects, maintenance contracts, design issues, and consultant studies.
  • Provide input on consultant studies pertaining to indoor air quality, specialized equipment applications and HVAC and general building system installations.
  • May act as Contract or Project Manager on assigned maintenance and operation and building improvement projects.
  • May supervise subordinate city or temporary staff in the completion of assigned projects.
  • Acts as backup to the Electrical Services Specialist in his absence.

Requirements

  • Graduation from a 2 yr HVAC or related technical program and 5 years of HVAC maintenance and installation experience.
  • A valid Washington State driver’s license is required.

Qualifications

  • A basic understanding of emergency power/generator systems.
  • 07 electrical license.
  • Familiarity with Johnson Controls and Delta Controls BAS.
  • Working knowledge of low-voltage systems (fire, security, building controls, etc.).
  • Supervisory experience.
  • Computer literacy with familiarization with Microsoft Word and Excel.
