About the role

Analyze background material to gather program information and identify audit leads. Conduct entrance and exit conferences with management officials. Explain audit purposes and objectives, and address questions regarding scope and approaches. Perform pre-audit surveys to identify potential issues. Prepare audit lead sheets to highlight management control weaknesses. Generate audit reports detailing findings, causes, and recommendations. Follow up on previous audit findings, recommendations, and monetary benefits. Conduct management consulting reviews to assist managers with complex operational procedures. Monitor and maintain expired and canceling year funds to ensure propriety, legality, and accuracy. Evaluate and approve/disapprove requests for use of prior year funds. Reconcile expired and canceling year source documents to the funding system. Analyze requests for use of expired funds to ensure necessity, propriety, legality, and validity. Identify excess funds, additional requirements, and contingent liabilities. Request additional expired year funds from operating agencies when needed. Report status of funds available for withdrawal to operating agencies.

Responsibilities

  • Provide audit report recommendations to identify specific actions required to correct problems, produce monetary and/or other benefits resulting in improved operational efficiency.
  • Maintain distribution and status of expired and canceling year funds to ensure propriety, legality, and accurate reporting of congressionally appropriated and/or customer provided funds.
  • Prepare audit lead sheets to identify potential weaknesses in management controls.

Requirements

  • Conditions of Employment: Secret Security Clearance required. FM Certification Level 2 required. SCW: SC441 - Non-Key Security Cooperation (SC) position based on duties and responsibilities. Requires DoD SC Workforce (SCW) Certification. Complete certification-related training and continuous learning requirements.
  • Qualifications: Degree in accounting, auditing, or related field with 24 semester hours in accounting or auditing. Or, combination of education and experience with 4 years of accounting experience. Must demonstrate knowledge of accounting and related fields through a panel evaluation. Must complete foundational and resident qualification requirements within 12 months. Must complete 20 hours of CPD per work role code.
  • Specialized Experience: Provide audit report recommendations, maintain fund status, prepare audit lead sheets.

Qualifications

  • US Citizenship required.
  • Education: Some federal jobs allow substitution of education for experience.
  • Additional Information: Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. Direct Deposit of Pay is required. Recruitment/Relocation/Retention Incentive may be authorized.
