About the Role

An Auditor 1 performs research on the functions of the organization to be audited to determine its purpose, organization, funds involved, and applicable laws, rules, and regulations governing its operation. This role involves assisting in establishing the scope of the audit, planning audit activities, and conducting rate audits of various medical facilities that receive cost-based rates. Travel is approximately 10%.

Responsibilities

  • Assist in establishing the scope of the audit by analyzing and determining areas for audit and the time frame to be examined.
  • Assist in planning audit activities, including specific audit tasks, and recommend audit schedules.
  • Conduct rate audits of medical facilities by performing tests, reviews, reconciliations, and evaluations of accounts, claims, records, and procedures to ensure proper accounting and effective internal controls.
  • Evaluate the organization being audited by comparing performance to contractual requirements and standards.
  • Prepare working papers to document audit scope and conclusions.
  • Discuss audit findings with representatives of the organization and participate in exit conferences.
  • As Auditor-in-Charge, lead other Auditors 1 and Auditor Trainees.

Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment.

General Public Candidates

  • Auditor Trainee 1: Possess a bachelor's degree in accounting, auditing, or taxation OR a bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses.
  • Auditor Trainee 2: Possess a master’s or higher degree in accounting, auditing, or taxation OR a bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses AND one year of professional experience in accounting/auditing, including responsibility for the full range of activities in the design, review, analysis, and management of accounting systems.
  • Auditor 1:
    • Possess a bachelor's degree in accounting, auditing, or taxation AND two years of professional experience in accounting/auditing or financial internal/field auditing, including responsibility for the full range of activities in the design, review, analysis, and management of accounting systems.
    • Possess a bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses AND two years of professional experience as described above.
    • Possess a master's or higher degree in accounting, auditing, or taxation AND one year of professional experience as described above.
    • Possess a current valid Certified Public Accountant (CPA) license and registration issued by New York State.

Note: Experience restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/payable, or preparing tax returns is not considered qualifying. Courses such as business law, economics, statistics, and most finance courses cannot be counted toward the 24 semester credit hours.

Transcripts will be required for appointment. Degrees must be awarded by a college or university accredited by a recognized agency. For degrees awarded outside the U.S., independent verification of equivalency is required.

Current NYS Employees

  • Auditor 1: One year of permanent competitive service as an Auditor 1, SG-18, or in a title eligible for transfer under Section 70.1 of the Civil Service Law.
  • Auditor Trainee: One year of permanent competitive service as an Auditor Trainee or in a title eligible for transfer under Section 70.1 of the Civil Service Law. Transfer candidates must possess a bachelor’s degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation.

Preferred Qualifications

  • Proficiency in Microsoft Word and Excel.
  • Excellent verbal and written communication skills.
  • Strong analytical skills.
  • Ability to work collaboratively to resolve conflicts.

Pay

  • Auditor Trainee 1: $53,764 (starting salary).
  • Auditor Trainee 2: $59,994.
  • Auditor 1, SG-18: $66,951 (plus $4,000 location pay).

Candidates hired into the Auditor Traineeship will advance to Auditor 1, SG-18 upon successful completion of a two-year traineeship. Salaries are non-negotiable.
