Responsibilities
- Team Management: Ensure team members are assigned appropriate tasks necessary to achieve audit objectives, consistent with the audit plan, and completed to an appropriate standard. Identify and offer training and coaching to team members with skill gaps. Share and discuss T&S with each supervisee at the beginning of the year, and create and explain fair and accurate performance evaluations.
- Audit Planning & Implementation: Design and modify audit plans to meet audit objectives and deliver impactful audits. Consult internal and external stakeholders and SMEs, consider public sources of information, and determine audit objectives and questions. Ensure audit plans contain all necessary steps to complete survey and testing phases successfully, and that testing is logically designed and carried out to answer relevant audit questions within agreed timeframes.
- Analysis and Review: Review and correct work products and work papers to ensure thorough review of information, accurate conclusions, and clear presentation of relevant information to managers. Ensure evidentiary gaps are identified and plans are made to fill gaps, in consultation with managers and assigned teams.
- Survey and Testing: Oversee survey and testing processes to ensure GAGAS mandated analysis is completed and documented, efficiency, effectiveness, economy, and equity are measured if relevant, conditions, criteria, causes and effects are identified and supported by logical analysis, recommendations are well-supported by root cause analysis, and findings sheets are well-developed and support draft Exit Conference Summaries.
- Reporting: Use finding sheets as the basis for drafting portions of Exit Conference Summaries, utilize editing and QA resources effectively, and complete bookmarking to evidence before issuance. Offer suggestions to help move the audit forward and participate in team discussions and task completion.
Requirements
- A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in auditing, accounting, finance, economics, statistics, law, quantitative or qualitative research methodology, mathematics, data science, management, public or business administration, computer science/information technology, or a related field.
- One of the following:
- One year of full-time satisfactory experience in performance auditing according to Generally Accepted Government Auditing Standards (GAGAS), financial auditing, internal auditing, and/or information technology (IT) auditing.
- A valid Certified Public Accountant license issued by the New York State Education Department.
- A valid Certified Internal Auditor certificate issued by the Institute of Internal Auditors (IIA).
Qualifications
- To be eligible for Assignment Level II, at least one year of experience as a Management Auditor - Assignment I or at least two years of experience in performance auditing according to GAGAS, internal auditing, financial auditing, and/or IT auditing is required.
- At least three years of demonstrated experience leading GAGAS performance audits successfully.
- Previous experience supervising small audit teams.
- Knowledge of NYC agency operations.
