About the role

Under the direction of the Assistant Chief Counsel, the Attorney III in the Office of Plan Licensing performs sensitive and complex legal work for the Department of Managed Health Care relating to health care service plans.

Responsibilities

  • Providing direction and leadership pertaining to plan benefits and plan and provider payment, risk and delegation arrangements
  • Implementation of compliance with Director's Letters
  • Review of complex legal matters and conduct legal research in connection with the administration and regulation of health plans pursuant to the Knox-Keene Health Care Service Plan Act of 1975 and the implementation of Federal Health Care Reform

Qualifications

  • Current employment in the Attorney III classification, or eligibility for lateral transfer, reinstatement, list or LEAP eligibility, or in the process of obtaining list eligibility, or SROA and/or Surplus eligibility
  • Possession of Minimum Qualifications as stated in the Class Specification for Attorney III
  • Must clear a background investigation prior to being hired

Desirable qualifications

  • Expertise in health care service plan programs, benefits, operations, reform and trends
  • Experience in health care law
  • Background specialty in the health care industry
  • Ability to provide consultation services to management
  • Ability to provide leadership and assistance in developing and implementing new policies and procedures
  • Ability to effectively communicate, both orally and in writing
  • Ability to use good judgment in following established program procedures
  • Ability to adjust to shifting priorities and meet stated deadlines

Work location and schedule

Positions are located in Sacramento County at DMHC locations in Downtown Sacramento and Rancho Cordova, both located close to light-rail with various amenities. The incumbent will work in a climate-controlled cubicle and/or office environment with artificial lighting. This position may be eligible for hybrid telework, with the telework schedule permitted at the operational needs of the Department and subject to change. All employees who telework are required to be California residents and maintain California residency.

Salary: $10,852.00 – $15,325.00 A (new to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable)
