The Pennsylvania Treasury Department is an independent agency led by the elected State Treasurer and one of the largest state treasuries in the country, serving as custodian of more than $150 billion. Treasury plays a critical role in state government operations, acting as the custodian, investor, and disburser of funds for nearly all state agencies. Treasury also offers a wide range of programs and services to Pennsylvania families, including the PA 529 College and Career Savings Program; the PA ABLE Savings Program for people with disabilities; and efforts to return more than $4 billion of Unclaimed Property to its rightful owners.

About the role

This position offers an excellent opportunity for both entry-level attorneys seeking hands-on experience in corporate, sales, and personal income tax matters, as well as experienced practitioners who value predictable hours and a stable schedule. Work is performed independently under the guidance of a supervising attorney and within a relaxed environment.

Responsibilities

  • Case Analysis: Review taxpayer petitions and complete case files—such as returns, notices, ledgers, audit reports, and Board of Appeals decisions—to complete a full analysis of each case.
  • Guidance Drafting: Make well-reasoned recommendations to the Board regarding the proper resolution of tax appeals based on your analysis.
  • Collaborative Communication: Request additional information from taxpayers and meet with taxpayers, their representatives, or Department of Revenue Counsel to discuss issues and evidence, when needed.
  • Professional Development: Participate in continuing legal education.

Schedule

  • Full-time employment.
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Free parking.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to two days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

  • Attorney I: Graduation from an accredited school of law and certificate of admission to the Bar of the Supreme Court of Pennsylvania; or completion of all preparatory steps and application to become a member of the Bar of the Supreme Court of Pennsylvania.
  • Attorney II: Graduation from an accredited school of law and certificate of admission to the Bar of the Supreme Court of Pennsylvania and two years of professional legal experience.

Post Employment Requirement: Applicants must be certified for admission to the Bar of the Supreme Court of Pennsylvania and must maintain membership on a continuous basis during employment.

Additional Requirements: You must have experience using Microsoft computer applications such as Word, Excel, and Outlook or the ability to learn relevant software applications. You must be able to perform essential job functions.

Preferred Qualifications

  • Possession of a current license to practice law in Pennsylvania.
  • Full-time professional legal experience.
  • Post-graduate coursework in law.
  • Full-time professional tax administration experience.

A conditional offer of employment will require submission of criminal history reports.
