About the role

Assistant County Counsel assigned to the Monmouth County Division of Social Services (DSS). The primary duty will be providing legal representation for DSS in Monmouth County Superior Court, Family Division, involving child support matters. This includes appearing before the Child Support Hearing Officers and Family Division judges. Such hearings involve implementing the New Jersey Child Support Program by establishing and modifying child support orders in cases where there is an assignment of rights to DSS in active welfare cases per State and Federal law.

Responsibilities

  • Assist the Division’s Fair Hearing Liaison in preparing for administrative appeals (Fair Hearings) when the Division denies or terminates a client from welfare programs such as Medicaid, Food Stamps (SNAP), or housing programs
  • Act as backup to the Fair Hearing Liaison and provide Division representation at Fair Hearings in the Liaison’s absence
  • Assist the Division’s Fraud Unit in preparing cases for referral to the County Prosecutor’s Office

Determine eligibility for programs including interviewing customers face-to-face or by telephone at Agency or Community sites. Handle sensitive information in compliance with HIPAA and confidentiality laws.

Responsibilities

  • Service residents in a timely and efficient manner, ensuring accuracy of benefit distributions
  • Utilize DSS computer systems to obtain and enter customer information
  • Communicate with customers (written and verbal)
  • Determine eligibility for programs
  • Request, review, and process documents

Qualifications

  • 60 college credits

Assist Human Service workers (1-4) with applications, including interviewing customers face-to-face or by telephone, screening customers for programs, and performing non-eligibility system changes.

Responsibilities

  • Utilize DSS computer systems to obtain and enter customer information
  • Communicate with customers (written and verbal)
  • Pre-screen customers for eligibility
  • Request and review documents from customers
  • Prepare case files for eligibility determination

All Monmouth County positions are on-site. There are no provisions for remote work.
