ATI Sr Manager of Safety, Security and Regulatory Compliance

About the Role

The Senior Manager of Safety, Security & Regulatory Compliance (SMSSRC) and Agent for Service oversees the design, implementation, and management of an effective Safety Management System (SMS) and leads ATI's Safety, Security, and Environmental Programs. This role ensures compliance with FAA, DOD, OSHA, DOT, DHS, and other regulatory agencies, acting as the primary liaison for all compliance matters.

Responsibilities

• Design, implement, and manage the Safety Management System (SMS) and related programs, including FAA/DOD/OSHA compliance and Volunteer Safety Programs (ASAP & Fatigue reporting).
• Develop and maintain corporate safety training and awareness programs in OSHA regulations, Emergency Response, Family Assistance, and environmental assessment.
• Lead ATI’s Safety and Environmental Programs, collaborating with company officers to uphold the highest safety standards in operations, systems, and programs.
• Prepare periodic reports and presentations for the President and senior officials on safety, environmental issues, and departmental goals.
• Serve as Emergency Response Team Leader, directing the Company’s “Go Team” during aircraft mishaps.
• Maintain and update the ATI Safety Reporting System, investigating events identified through flight risk analysis or trend analysis.
• Act as the designated Alternate Aircraft Operator Security Coordinator (AOSC), ensuring compliance with the Full All-Cargo Operator Standard Security Program and ATI security requirements.
• Administer workplace and aviation-related security training, building security, emergency response, and evacuation procedures.
• Ensure compliance with aviation security programs and directives, acting as the primary liaison with law enforcement and prosecutors.
• Oversee the IEP Department, ensuring the quality of policies, procedures, and regulatory compliance documentation.
• Notify the FAA Certificate Holding District Office (CHDO) of personnel changes or address updates within required timelines.
• Act as the primary liaison for compliance matters with the FAA, NTSB, DOT, OSHA, and other federal agencies, consulting with legal counsel as directed.
• Ensure compliance with Federal Aviation Regulations (FARs), TSA, OSHA, and DOT regulations.
• Design, implement, and manage the following manuals: Safety Program Manual, Management Systems Manual, Airline Security Manual, and Emergency Response Manual.
• Serve as Chairman of the Quarterly Safety Meeting and Safety Committee, and as a member of the Executive Board, Internal Evaluations Review Board, Continuous Analysis & Surveillance System Board, Regulatory Compliance Board, and Fatigue Risk Steering Board.
• Provide SMS training and oversight as delegated from the Accountable Executive.
• Oversee and participate in safety/security investigations, security briefings, OSHA compliance, Emergency Response Plan updates, and safety training programs.
• Manage the Safety Database (WBAT System), review safety reports, conduct ASAP investigations, and analyze data for interdepartmental collaboration.
• Conduct proficiency checks and/or flight instruction in a simulator.

Requirements

• High school diploma or equivalent.
• At least three (3) years of managerial experience.
• Excellent working knowledge of Airline Safety, Security, and Regulatory Compliance functions and requirements.
• Full understanding of aviation safety standards, 14 CFR Parts 1, 5, 21, 23, 25, 43, 45, 47, 65, 91, 117, 121, and 500, and Operations Specifications.
• Strong attention to detail, verbal/written communication skills, and interpersonal abilities.
• Exceptional problem-solving skills and ability to work well in teams and stressful situations.
• Proficiency in Microsoft Office (Word, Excel, etc.).
• Knowledge of aircraft accident investigation, NTSB procedures, and emergency response plans.
• Understanding of Security Coordinator (AOSC/TSA) and DOD security requirements.
• Minimum of three (3) years working in a Part 121 Safety department, including SMS experience.
• Proven proficiency in training, communication, and presentation skills, including development of training materials.
• Working knowledge of CBT, MS Word, Excel, PowerPoint, and Outlook.

Preferred Qualifications

• Bachelor’s degree or FAA Airman’s Certificate (Pilot, mechanic, or dispatcher license) with equivalent training and experience.
• OSHA 30-hour certificate.
• Five (5) years of managerial experience with an airline.
• Certified Flight Instructor (CFI) rating or Ground Instructor Certificate (AGI) with an Instrument rating, or prior experience as a military pilot/flight engineer instructor or in Part 142, 135, or 121 operations.

Physical Requirements

• Regularly required to stand, sit, talk, hear, and use hands/fingers to operate a computer and telephone keyboard.
• Must comply with ATI attendance requirements.
• Ability to lift up to 50 lbs.
