Salary Schedule

To assist with the supervision of the staffing managers to ensure all schools are fully staffed and work locations receive employment assistance.

Assist in the development and implementation of efficient training and human resource processes in support of the department and District’s goals.

Assist in the supervision of administrative hiring processes when assigned by the Sr Director, Employment Services.

QUALIFICATIONS

  • Bachelor’s degree from an accredited institution; Master’s degree or SHRM-CP/PHR preferred.
  • Five (5) years of experience as a Human Resources Generalist or Human Resources Manager within an HR environment, applying employment laws, regulations, policies, and human resources best practices.
  • Three years of supervisory experience required.
  • Demonstrated success working with and through people in establishing goals, objectives, and action plans to achieve district goals.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of organization and management theory and practice.
  • Knowledge and understanding of human resources management, including labor relations, equal employment opportunity, and personnel performance appraisal and accountability systems.
  • Knowledge and commitment to decentralized decision-making and accountability for results.
  • Knowledge and understanding of the distinction between line and staff positions and functions in an organization as it relates to district support programs and services.
  • Knowledge of school finance, budget development and implementation, support services delivery systems and the District’s HRMD plan.
  • Ability to work and communicate effectively with people to focus resources (both human and financial) toward the achievement of district goals.
  • Ability to facilitate group processes in consensus building, conflict, resolution, planning, and decision-making.

PHYSICAL REQUIREMENTS

  • Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently.

PERFORMANCE RESPONSIBILITIES

  • Affirmative Action Plan: Assist with the management of all functions and services related to the staffing managers, personnel specialists, employment coordinators and administrative processes.
  • Affirmative Action Plan: Assist with the management of school-based administrator selection processes.
  • Affirmative Action Plan: Plan and direct a system of feedback and assessment of the services provided by the Employment Services Department as perceived by users of those services.
  • Affirmative Action Plan: Direct, supervise and evaluate the performance of each support services staff reporting directly to him/her in terms of holding them accountable for productivity in achieving and supporting the district’s goals.
  • Affirmative Action Plan: Provide leadership and assist with the management of Employment Services consistent with federal, state and district regulations and assist central office departments, other non-school related work locations and Learning Communities with compliance issues.
  • Affirmative Action Plan: Provide technical expertise and support services to all district work locations through efficient staffing processes consistent with compliance regulations and district goals.
  • Affirmative Action Plan: Manage the annual reappointment and recalculation processes.
  • Affirmative Action Plan: Prepare and analyze employment services reports and assist with the management of projects aligned to the department’s strategic goals.
  • Affirmative Action Plan: Assist in the preparation of federal and DOE reports.
  • Affirmative Action Plan: Direct the establishment and maintenance of clear lines of communication, dissemination of information and decision-making within the department and between departmental staff, Learning Communities, and other work locations.
  • Affirmative Action Plan: Keep the Senior Director, Employment Services informed of critical issues within the department and incidents about which his/her supervisor should be aware.
  • Affirmative Action Plan: Follow the district’s policies and procedures as related to all HRMD guidelines, executive limitations, the ends policies, the district’s instructional initiatives, and the school district’s charter guidelines.
  • Affirmative Action Plan: Follow the district’s policies and procedures as related to fixed assets.
  • Affirmative Action Plan: Develop leadership in subordinates.
  • Affirmative Action Plan: Responsible for keeping up to date on current technology being used by OCPS.
  • Affirmative Action Plan: With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.
  • Affirmative Action Plan: Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
  • Affirmative Action Plan: Responsible for self-development and keeping up to date on current research, trends, and best practices relevant to the area of responsibility.
  • Affirmative Action Plan: Perform Other Duties And Responsibilities Assigned By The Supervisor.

Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
