About the Role
The Associate Real Property Manager (Property Manager) performs difficult and responsible work under the direction of the Neighborhood Administrator, overseeing management and maintenance operations at a housing development. This role ensures residents receive quality housing, a safe environment, and access to community-based services.
Responsibilities
- General Property Administration: Maintain a professional office setting with scheduled hours; ensure availability for emergencies.
- Rent Collection/Legal Action: Ensure timely rent collection, process documents for legal action on delinquencies, authorize rent adjustments, and maintain computer records per NYCHA procedures.
- Annual Income Reviews: Complete annual reviews, including submission of non-verifiable cases via Siebel to the Office of Tenancy Administration.
- Uncollected Accounts: Process uncollected accounts within NYCHA’s required timeframe.
- Visual Assessments: Ensure visual lead assessments are completed by trained staff, with appropriate repairs and follow-up for work orders in Maximo.
- Occupancy and Vacancy: Prepare vacant apartments per policy, use professional marketing techniques, maintain high occupancy, and track unit status in the Tenant Turnover Log (TTL).
- Procurement: Maintain sufficient materials, services, and staffing for timely repairs; follow NYCHA procurement procedures.
- Safety & Security: Observe safety guidelines to protect residents and staff.
- Repair/Work Orders: Respond to resident repair requests within guidelines, coordinate repairs, and close work orders per procedures.
- Property Maintenance: Conduct inspections (move-ins, housekeeping, grounds) to ensure adherence to standards.
- PHAS: Collaborate with the Property Maintenance Supervisor to formulate and implement plans for successful PHAS inspections and corrective actions.
- Resident Relations: Manage resident engagement to comply with HUD regulations.
- Staff Supervision/Training: Ensure adequate staffing, secure training, supervise and discipline staff, and participate in hiring processes.
- Reporting: Submit timely and accurate management reports as required.
Requirements
- A four-year high school diploma or equivalent and four years of full-time experience in:
- Management of residential, commercial, industrial, or waterfront properties (including renting and operating); or
- Site management or tenant relocation for housing/reconstruction projects.
- OR a baccalaureate degree from an accredited college and two years of the experience described above, including one year of supervisory experience.
- OR a satisfactory combination of education and/or experience equivalent to the above, with the one-year supervisory requirement.
- Education may substitute for experience at a rate of 60 semester college credits for one year of acceptable experience.
- Acceptable property management experience must include:
- Renting: Interviewing tenants, qualifying income/background, and preparing vacancies for occupancy.
- Operating: Overseeing maintenance/repairs of building systems and staff performance.
- Acceptable site management experience must include on-site rental and maintenance of buildings.
- Acceptable relocation experience must include negotiating lease surrenders for cash or alternative sites and determining tenant eligibility for benefits.
Preferred Skills
- A baccalaureate degree and five years of supervisory/administrative experience in housing management for developments with 150+ apartments, including:
- Interviewing applicants, determining eligibility, resolving complaints, collecting rents, and addressing tenant issues.
- Knowledge of NYCHA policies, property management laws (e.g., Fair Housing, Landlord-Tenant, HUD regulations), and building maintenance principles.
- Proficiency in Microsoft Office Suite, NYCHA computer systems, and office management practices.
- Familiarity with agencies providing resident assistance and their eligibility requirements.
- Ability to:
- Prepare/monitor budgets, calculate rent/adjustments, and navigate NYCHA’s procurement process.
- Interpret policies, make decisions, and prepare clear reports.
- Communicate effectively (written/verbal) and maintain professional relationships.
- Manage multiple priorities, analyze problems, and propose solutions.

Pay
$75,018.00 – $102,342.00
