Minimum Qualifications

Associate's degree in human services or in a related field AND Four years experience in a governmental public assistance agency, employment services agency, child support agency or combination. Or an equivalent combination of education and experience.

Duties & Responsibilities

  • Interviews and assesses public assistance clients to evaluate their needs, strengths, and barriers to move them quickly off of public assistance and into employment.
  • Provides upfront and intensive services. Develops employment plans, assesses the participant's compliance with program requirements, coordinates support services, and refers to outside resources.
  • Progress is monitored through weekly contact. Assists client in removing barriers that prevent them from becoming self-sufficient. This includes clients with limited English proficiency, mental or physical limitations, chemical dependency, domestic violence, problems with the legal system and housing issues.
  • Initiates or participates in case staffing for the "hard-to-serve" by performing an initial and ongoing assessment of the participant. Acts as the primary case manager to identify employment path options.
  • Collaborates with the Financial Worker, Child Support, Social Services, Supportive Housing, Public Health, Vocational Rehabilitation and other professionals.
  • Represents Dakota County E&EA with other county departments, contracted service providers, state agencies, as a partner in the Workforce Center and in public forums.
  • Affords follow-up services after clients leave the DWP, DCPI and MFIP programs to maintain self-sufficiency. Follow-up services include: job coaching/retention, mentoring, and supportive service follow-up.

  • Knowledge of a broad range of issues affecting participant lives including chemical dependency, mental and physical health issues, domestic violence, parenting skills, etc.
  • Knowledge of various training programs.
  • Must possess a high level of analytical skills.
  • Ability to operate computer and information systems.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work independently and as a team member.
  • Considerable ability to work effectively with the public, department and County associates in a professional manner.
  • Ability to work under stress and use discretion in making decisions.
  • Ability to prioritize work according to program requirements, client and organizational needs.
  • Ability to assess a person's social, economic, emotional, and health needs.
  • Ability to handle conflict and personal issues in sensitive situations.
  • Knowledge of legislation and governance authority for employment and public assistance programs.

Work Environment

Work is performed within a County office building. Some travel is required. Lifting requirement of up to 20 pounds on an occasional basis. Exposure to hazardous materials such as chemicals, blood and other bodily fluids; and atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation may occur in visits to client's homes. Equipment used may include, but is not limited to car, computer, printer, typewriter, calculator, telephone, pager, cell phone, copy and fax machine.
