Associate Director, Emergency Management - Dearborn Campus
About the role
The Division of Public Safety and Security (DPSS) at the University of Michigan-Dearborn leads all public safety functions, including police, security, and emergency management. The Associate Director of Emergency Management plays a crucial role in preparing for, protecting against, and responding to emergencies affecting the U-M community.
Responsibilities
- Promote, coordinate, and implement 'all hazards' emergency planning, preparedness, and operational resiliency at the Dearborn campus.
- Manage emergency notification and communication strategies, including the emergency alert system.
- Facilitate incident debriefs and the completion of After Action Reports (AARs).
- Oversee and manage the Dearborn campus Emergency Operations Center (EOC).
- Develop, coordinate, and facilitate a robust training and exercise program.
- Maintain visibility on applicable policies, procedures, and regulations related to emergency management.
- Identify opportunities and capabilities for leveraging technology solutions.
- Promote division strategic priorities, goals, and core values.
- Identify, assess, and inform leadership of risks and vulnerabilities, along with recommended prevention and preparedness solutions.
- Implement appropriate problem-solving and preparedness strategies through data analysis, trends, lessons learned, and best practices.
- Partner and liaise with internal and external stakeholders and committees.
- Support the U-M Dearborn campus community in emergency situations, including activation of the campus EOC.
- Work flexible hours, as needed.
Requirements
- Bachelor's degree in Emergency Management, Homeland Security, Public Administration, Business Administration, Criminal Justice, or related field.
- Ability to collaborate with diverse partners in academic, research, medical, law enforcement, and business settings.
- Strong organizational, interpersonal, verbal, and written communication skills.
- Broad experience in emergency preparedness program management, planning, coordination, mass warning and notification systems, and training and exercise design and facilitation.
- Response experience in complex emergencies and/or operational experience in an emergency operations center.
- Skilled public speaker and facilitator.
- Highly independent, capable of making decisions in a dynamic environment.
- Ability to implement innovative solutions to complex problems through technology, partnerships, and leveraging of resources.
- Project management experience with strong attention to detail.
- Ability to perform in a fast-paced security environment, where confidentiality is critical.
- Proficient in Google and MS platforms.
- Completion of ICS-100, 200, 700, and 800 within six months of employment.
- Completion of ICS-300 and 400 within one year of employment.
Qualifications
- Knowledge and background working in a large university community that includes academic, research, athletic, and medical operations.
- Experience with all phases of emergency management and continuity of operations planning, including prevention, preparedness, response, recovery, and mitigation.
- Experience in the design, facilitation, and evaluation of drills and exercises.
- Professional designations such as PEM, CEM, CBCP, CSSP, etc.
