We need to output HTML fragment with headings

for sections: About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. Only include sections that have real specific content. We must not repeat job title as heading. No Job ID etc. Remove boilerplate, navigation, EEO, etc. We need to parse the posting: It includes a description about company, then job description. We need to extract sections: About the role (maybe the initial paragraph describing role?), Responsibilities (list), Qualifications (list), Skills (maybe from qualifications?), Benefits (maybe per diem?), Pay (not mentioned), Schedule (onsite presence Monday through Friday). Also maybe "Additional Information" includes some benefits like flexible working environment, but we should only include if specific. We must not include placeholder like "commensurate with experience". Not present. We need to preserve all substantive info; do not invent or summarize away detail. So we need to keep details like location Rayville, LA, onsite presence Monday-Friday, per diem for non-relocating, etc. We need to format lists with
  • . Use

for prose. We need to decide sections: - About the role: Could be the paragraph after "Job Description" that describes the role: "Turner & Townsend is seeking an experienced Associate Director Cost Manager and/or Quantity Surveyor to lead cost management services for a global technology client supporting a large-scale data center construction program. This individual will provide commercial leadership across all phases of project delivery, managing internal and external stakeholders while ensuring the successful execution of cost management, project controls, and commercial management services on complex, high-value capital projects." That's substantive. - Responsibilities: The bullet list after "Responsibilities:" (many lines). We'll put each as

  • . - Qualifications: The list after "Qualifications". We'll put each as
  • . - Skills: Could be derived from qualifications? But we have separate "Skills" section maybe from "Excellent analytical, problem-solving, communication, presentation, and organizational skills." etc. Could be part of qualifications but we can create a Skills section if there is explicit skill list. The posting includes: "Excellent analytical, problem-solving, communication, presentation, and organizational skills. Ability to influence project teams and senior stakeholders while driving successful project outcomes." Also "Strong understanding of project controls, cost management principles, contract administration, procurement, and project governance." etc. Might be better to put under Skills. - Benefits: The posting mentions "While local candidates or those open to relocation are preferred, a per diem is available for candidates who are unable to relocate." Also maybe "Our inspired people share our vision and mission. We provide a great place to work, where each person has the opportunity and voice to affect change. We want our people to succeed both in work and life. To support this we promote a healthy, productive and flexible working environment that respects work-life balance." That's benefits-ish but generic. However we should only include if specific. Per diem is specific. Also maybe "flexible working environment". That's somewhat generic but still a benefit. We'll include Benefits section with per diem and flexible working environment. - Pay: Not mentioned, so omit. - Schedule: "The position requires onsite presence Monday through Friday in Rayville, LA." That's schedule. Also maybe mention "On-site presence and requirements may change depending on our client's needs." That's schedule info. We'll include Schedule section. We must not include boilerplate like EEO, equal opportunity, social media, etc. We need to ensure we don't repeat job title as heading. So no heading for "Associate Director Cost Manager". Good. We need to output only HTML fragment, no /, no markdown fences. Let's craft:

    About the role

Turner & Townsend is seeking an experienced Associate Director Cost Manager and/or Quantity Surveyor to lead cost management services for a global technology client supporting a large-scale data center construction program. This individual will provide commercial leadership across all phases of project delivery, managing internal and external stakeholders while ensuring the successful execution of cost management, project controls, and commercial management services on complex, high-value capital projects.

    Responsibilities

    • Lead cost management services across large-scale data center construction projects and programs from planning through closeout.
    • Serve as the primary client contact for commercial and cost management matters, building strong relationships with key stakeholders.
    • Lead project teams in the development and management of budgets, forecasts, cost reports, cash flow analyses, and financial performance metrics.
    • Provide commercial leadership and strategic cost advice to support informed project and program decision-making.
    • Establish and maintain project controls, cost reporting processes, and governance procedures across multiple project workstreams.
    • Lead quantity surveying, cost control, estimating, and change management activities throughout the project lifecycle.
    • Oversee the review, evaluation, and negotiation of change orders, claims, and commercial risk events.
    • Monitor project performance, identify commercial risks and opportunities, and implement mitigation strategies.
    • Support procurement, contracting, and vendor selection activities, providing guidance on commercial and contractual matters.
    • Coordinate effectively with clients, contractors, consultants, and project teams to ensure successful project delivery.
    • Review and validate cost reporting, applications for payment, invoices, and project financial reconciliations.
    • Support schedule-related cost impacts, risk analysis, and forecasting to maintain alignment between cost and project objectives.
    • Drive consistency and implementation of Turner & Townsend cost management and project controls best practices.
    • Lead and mentor cost management professionals, fostering a high-performing and collaborative team environment.
    • Provide oversight of project staffing, resource planning, financial performance, and commission delivery.
    • Prepare and present commercial updates, project status reports, and executive-level presentations to clients and leadership.
    • Identify process improvements and opportunities to enhance project controls, reporting, and cost management performance.
    • Support business development activities, including client relationship management, proposals, and pursuit efforts.
    • Capture and share lessons learned and best practices across projects and programs.
    • Promote a culture of collaboration, accountability, and excellence aligned with Turner & Townsend values.
    • SOX control responsibilities may be part of this role and are to be adhered to where applicable.

    Qualifications

    • Bachelor's degree in Construction Management, Quantity Surveying, Engineering, Cost Management, or a related field.
    • Graduate degree in Quantity Surveying, Construction Management, Engineering, or a related discipline is preferred.
    • Minimum 8+ years of experience in cost management, quantity surveying, project controls, or commercial management within the construction industry.
    • Experience leading cost management services on large-scale data center, mission-critical, industrial, or complex capital construction programs.
    • Demonstrated experience managing project budgets, forecasting, cost reporting, cash flow, change management, and commercial risk.
    • Strong understanding of project controls, cost management principles, contract administration, procurement, and project governance.
    • Experience working within a construction consultancy or professional services environment is strongly preferred.
    • Proven ability to lead multidisciplinary teams and manage client and stakeholder relationships across complex projects.
    • Experience supporting major construction programs from planning and procurement through execution and closeout.
    • Knowledge of industry-standard cost management and project controls systems; experience with Primavera P6, Oracle Unifier, or similar platforms is preferred.
    • RICS certification or equivalent professional accreditation is preferred.
    • Excellent analytical, problem-solving, communication, presentation, and organizational skills.
    • Ability to influence project teams and senior stakeholders while driving successful project outcomes.
But note we also have a Skills section; we might split skills out of qualifications. However the qualifications list already includes skills items. To avoid duplication, we could keep qualifications as above and not create separate Skills. But the instruction says we can have Skills section if there is real specific content. The qualifications list includes skills items; but we could still create a Skills section for the explicit skill statements: "Excellent analytical, problem-solving, communication, presentation, and organizational skills. Ability to influence project teams and senior stakeholders while driving successful project outcomes." plus maybe "Strong understanding of project controls, cost management principles, contract administration, procurement, and project governance." However those are already in qualifications. To avoid duplication, maybe better to not create Skills section and keep those in Qualifications. The instruction: "Prefer a few substantive sections over many thin ones." So we can combine. Thus we have About the role, Responsibilities, Qualifications, Benefits, Schedule. Now Benefits: we have per diem and flexible working environment. Also maybe "great place to work, opportunity and voice to affect change, healthy productive flexible working environment". We'll capture those. Let's draft Benefits:

    Benefits

    • Per diem available for candidates unable to relocate.
    • Healthy, productive and flexible working environment that respects work‑life balance.
    • Opportunity to affect change and have a voice in the organization.
    Schedule:

    Schedule

The position requires onsite presence Monday through Friday in Rayville, LA. On‑site presence and requirements may change depending on the client's needs.

We need to ensure we didn't include any boilerplate like EEO, social media, etc. Also we removed the "Additional Information" fluff. Check for any leftover boilerplate: The text after qualifications includes "Additional Information *On-site presence and requirements may change depending on our client's needs. Our inspired people share our vision and mission. We provide a great place to work, where each person has the opportunity and voice to affect change. We want our people to succeed both in work and life. To support this we promote a healthy, productive and flexible working environment that respects work-life balance. Turner & Townsend is an equal opportunity employer...." We used parts of that for Benefits and Schedule. We omitted EEO etc. Now ensure we didn't miss any substantive info: The job description also mentions "While local candidates or those open to relocation are preferred, a per diem is available for candidates who are unable to relocate." That's in Benefits. Also "The position requires onsite presence Monday through Friday in Rayville, LA." That's in Schedule. Also "While local candidates or those open to relocation are preferred, a per diem is available for candidates who are unable to relocate." Already. Also "Our capabilities include program, project, cost, asset and commercial management, controls and performance, procurement and supply chain, net zero and digital solutions." That's company description; not needed for job posting? Might be considered About the role? But we already have About the role paragraph. Could incorporate that into About the role? The instruction: Preserve ALL substantive information; do NOT invent or summarize away detail. So we should include that company capabilities info somewhere. Where? Could be in About the role section as additional prose. The About the role currently only has two sentences from job description. We could add more about the company: "Turner & Townsend is a global professional services company with over 22,000 people in more than 60 countries. Working with our clients across real estate, infrastructure, energy and natural resources, we transform together delivering outcomes that improve people’s lives. Working in partnership makes it possible to deliver the world’s most impactful projects and programs as we turn challenge into opportunity and complexity into success. Our capabilities include program, project, cost, asset and commercial management, controls and performance, procurement and supply chain, net zero and digital solutions. We are majority-owned by CBRE Group, Inc., the world’s largest commercial real estate services and investment firm, with our partners holding a significant minority interest. Turner & Townsend and CBRE work together to provide clients with the premier program, project and cost management offering in markets around the world." That is substantive info about the company. Should we include? The instruction
